Local border area traffic

Overview

From 1st of September 2014 applicants applying for LBAT will be able to submit their application in Visa Application Centers:

For applicants registered in Lviv Consular district in Lviv and Uzhgorod VAC’s.

For applicants registered in Lutsk Consular district in Lutsk VAC. Appointment is not required for submitting documents in Lutsk VAC.

Changes to the Agreement on Local Border Area Traffic

Please, be informed that as of 21st of September, 2015,  the Second Protocol to the Agreement between the Government of Republic of Poland and the Cabinet of Ministers of Ukraine on Local Border Area Traffic, signed in Kyiv on the 28th of March, 2008, has entered into force.

Second Protocol introduces the following changes to the Agreement:

  1. LBAT permit allows to cross the common border as well as continuous residence in the local border area up to 90 days each time respectively after the date of crossing the border.
  2. Exemption from the consular fee payment for applicants, who apply for the second or next following LBAT permit.
  3. In order to streamline the process of issuing LBAT permits and reduce the waiting time to receive the documents, an external service provider (i.e., outsourcing) is involved into the service providing process and issuing of LBAT permits. Outsourcing service fees remains ¼ of consular fee for issuing LBAT permit. This service fee payment remains required irrespective of the exemption from the consular fee payment.
  4. Obligatory health insurance policy is no longer required.
  5. Supplemented Annex 1 to the Agreement: List of subdivisions located in the local border area with addition of 4 cities, situated on the territory of Ukraine, which were not included into the previous list:

    • Three cities in Volyn region (Volynska oblast): Hevyn, Orani, Rusniv;
    • One city in Lviv region (Lvivska oblast): Tysovets.
  6. Additional changes relate to the contents update of the Annex 4 to the Agreement, which describes sanctions for violations of local border traffic.

Visa Fees

Consular Fee for submission of LBAT application is 20 Euros.

Consular Fee Exemption categories:

  • children under age of 18;
  • retired persons (pension certificate, original and copy);
  • disabled persons with a document proving the disability (original and copy);
  • persons applying for their second permit

Notes:

Please note that LBAT Fee and Service Fee are non-refundable.

LBAT Fee may only be paid in cash in Euros at the cashier desk at the Visa Application Centre and/or at the cashier desk of the respective bank. In case you do not have Euro you can exchange local currency (UAH) at the cashier desk inside the VAC or at the Bank. For your convenience please make sure that you have appropriate amount in order to pay all the fees.

Important to note: while paying the LBAT Fee and Service Fee at the bank it is necessary to pay additional fees for the banking service.

Service Fee may only be paid in cash in local currency (UAH) at the cashier desk at the Visa Application Centre and/or at the cashier desk of the respective bank.

The foreign exchange rate and handling fees are subject to change and are at sole discretion of National Bank of Ukraine.

Service Fees:

  • VAT is applicable at 20.00%
  • Service Fee: 145 UAH per application inclusive of VAT.

Additional Services:

  • SMS: UAH 40
  • Photograph: UAH 50 per set of 4 photos
  • Photocopy of documents: Photocopy of documents: UAH 2,5, per copy

Documents Required

Required, main documents:

  • LBAT Permit application form that will be filled up by the Visa Application Centre personnel;
  • valid photograph in color, 3,5x4,5 cm;
  • internal passport (original and copy of all pages with marks and copy of the next page after the page with the last registration stamp);
  • international passport or child’s travel document, copy of information page with personal data (the passport must have been issued within the previous 10 years and must be valid for at least one year, original and copy);
  • certificate on residence registration in border area for at least 3 years, issued by City or Village Administration *certificate is valid for 3 month from issuance date;

If the applicant does not comply with the requirement of 3 years residence in border area and applies for permit as:

  1. Spouse of the inhabitant of border area the following documents should be added to the application:

    • the certificate on residence registration in border area
    • the certificate on residence registration of the spouse in border area for at least 3
    • internal passport of the spouse (original and copy);
    • marriage certificate (original and copy);
  2. Child of the inhabitant of border area, the following documents should be added to the application:

    • the certificate on residence registration in border area
    • the certificate on residence registration of the parent in border area for at least 3 years
    • internal passports of the parents (original and copy);
    • birth certificate (original and copy);
    • notarized written consent form the parent/parents/legal guardian which include the following information: approval for issuing all needful documents and for the trips within Local Border Area along with the details of a person with whom child will be travelling.
  3. Adult child of the inhabitant of border area, the following documents should be added to the application:

    • the certificate on residence registration in border area
    • the certificate on residence registration of the parent in border area for at least 3 years
    • internal passport of the parent (original and copy);
    • birth certificate (original and copy);
    • statement by the parent certifying that the adult child/applicant is maintained by the parents (must be written in the VAC while documents submission);
  4. Child of the spouse of border area inhabitant, the following documents should be added to the application:

    • the certificate on residence registration in border area
    • birth certificate (original and copy);
    • the certificate on residence registration of the parent in border area
    • internal passport of the parent (original and copy);
    • marriage certificate of the parent with the border area inhabitant (original and copy);
    • the certificate on residence registration of the border area inhabitant who is married to the applicant’s parent in border area for at least 3 years
    • internal passport of the spouse (original and copy);
    • notarized written consent form the parent/parents/legal guardian which include the following information: approval for issuing all needful documents and for the trips within Local Border Area along with the details of a person with whom child will be travelling.
  5. Adult child of the spouse of border area inhabitant, the following documents should be added to the application:

    • the certificate on residence registration in border area
    • birth certificate;
    • the certificate on residence registration of the parent in border area
    • internal passport of the parent (original and copy);
    • marriage certificate of the parent with the border area inhabitant (original and copy);
    • the certificate on residence registration of the border area inhabitant who is married to the applicant’s parent in border area for at least 3 years
    • internal passport of the spouse (original and copy);
    • statement by the parent certifying that the adult child/applicant is maintained by the parents (must be written in the VAC while documents submission);

    Additional documents/others:

    • In case of fee exemption for application consideration the document proving that the applicant is a retired person or receives social benefit or the document proving the disability should be provided (original and copy);
    • In case if surname is changed the document proving the change of surname should be provided (original and copy);
    • In case of loss/steal of LBAT Permit in the territory of the Republic of Poland the certificate on LBAT Permit loss in Poland issued by the Border Guard of Poland (original and copy) should be provided;
    • In case of loss/steal of LBAT Permit in the territory of Ukraine the certificate on LBAT Permit loss/steal issued by police (original and copy) should be provided;
    • In case of new applying for the permit the previous LBAT Permit (original and copy) should be provided.

Photo Specifications

A Photograph submitted with the application for a visa should comply with the following specifications:

  • Must be an up-to-date photograph (preferably max 6 month old)
  • Must be a color photograph printed on normal photographic paper
  • Should be passport sized 3,5 x 4,5 cm
  • Close up to your head and top of your shoulders so that your face takes up 70-80% of the photograph
  • Full face taken straight forward 30 - 36 mm from point of the chin to head of hair
  • Taken against a light background
  • Without sunglasses
  • Without hat or other head covering unless you wear this for religious reasons
  • Spectacles should not have toned or reflecting glasses
  • The frame of the spectacles may not cover the eyes
  • The mouth must be closed

Processing Time

Schengen short stay visas can only be processed within a minimum of 60 calendar days (Excluding day of submission at VFS).

VFS Global has no say in visa decisions taken by the Consulates General of Poland in Ukraine.
