Welcome to the website for New Zealand Visa Application Centre in Tokyo, Japan.

This site provides information on procedures applicable to Japanese citizens and nationals of other countries who are lawfully residing in Japan, and wish to apply for visas to travel to New Zealand.

Important Notices: About New Zealand Visa Application Centre in Tokyo

The New Zealand Visa Application Centre in Tokyo(VAC) is authorized by Immigration New Zealand (INZ) to receive applications for temporary entry and residence class visas for New Zealand, collect visa application fees on INZ’s behalf and return passports to applicants after a determination on the visa application has been made by INZ officers. The VAC will also collect additional documents requested by the INZ and forward them to the INZ branch in Shanghai, China.

Please note that all applications will continue to be assessed and decided by immigration officers at the INZ branch in Shanghai in accordance with certified New Zealand Immigration Instructions.

Staff members of New Zealand Visa Application Centre in Tokyo are only able to provide facilitation services. They can provide information about how to submit an application for a visa. They are not in position to provide immigration advice and have no influence on the outcome of an application for a visa for New Zealand.

If potential applicants wish to receive immigration advice, they should contact a licensed immigration adviser or immigration lawyer at www.iaa.govt.nz or www.lawsociety.org.nz.

VISA APPLICATION PROCESS
Applicants are requested to read the following steps carefully before submitting their application at the New Zealand Visa Application Centre in Tokyo.

You may refer to “IMPORTANT NEW & NOTICES” section on the right side of this page and look for any relevant updated information or notices before applying.

Label-less visas for Japanese passport holders

INZ Shanghai will issue label-less visas to Japanese citizens whose temporary entry applications (student, work, visitor) are submitted in Japan on and after 11 November 2013, and whose applications are approved.

This means that if your visa application is approved, you will not have a visa label in your passport.  Instead, INZ Shanghai will email you a letter with your visa details. You must print out this letter and carry it in your passport.

New Zealand’s electronic visa system does not require you to have a visa label placed in your passport to confirm your immigration status and entitlements in New Zealand.  When you check in to fly to New Zealand, airline staff will use your passport and your visa approval letter to confirm that you have the authority to travel to New Zealand prior to boarding the aircraft.

It is very important you carry your visa approval letter in your passport when travelling to New Zealand. Failure to do so may result in the airline refusing to allow you to board your aircraft.

Japanese citizens submitting applications on and after 11 November 2013 must provide:

Your original passport
2 copies of the Bio data page of your passport
1 copy of each page of your passport that has a visa label or exit or entry stamp.

Important: Except for your passport, do not provide original documents with your visa application, unless requested by INZ.

Please note:

New Zealand has a bilateral fee waiver agreements with Japan meaning that for Japanese applicants, when applying for any type of visa offshore, there is no visa application fee. (Facilitation fee and postal fee is not applicable on this fee waiver.) For more information, please see Office and Fees finder.
If you are applying for a temporary visa other than residence class visa, you do not have to provide original documents except for the application form requested by INZ.  However, if you choose to, please provide a copy along with the original.
Any documents not in English must be translated into English by a registered translation company where can provide a translation certificate.
Non-Japanese nationals residing in Japan are required to submit a copy of both sides of their Residence Card or Alien Registration Card.

COUNTER Application

You may submit your application at counter in person at the New Zealand Visa Application Centre in Tokyo (VAC), between 8:00 – 14:00 (Monday-Friday) except for the holidays mentioned in the Japan Holiday List.
The submission can be made by applicants themselves or by their representatives.  Please provide a copy of the representative’s photo ID along with an authorization letter signed by the applicant if a representative is submitting an application on behalf of an applicant.

Step 1 : Confirm the type and sub-category of the visa which is required for your entry to New Zealand.  If you are unsure about your visa type or sub-category, please visit Visa Option Check and find out your visa type or contact INZ Shanghai directly via e-mail (inzshanghai@mbie.govt.nz)
Step 2 : Download and fill in an application form and Checklist. You may download application forms here. Checklist is available to download from this website when you click “ALL ABOUT YOUR VISAS” on the top left side and choosing your visa type.  Please download the applicable Checklist which matches your purpose of visit.  Sign at the declaration statements on both form and checklist.
Step 3 : Collect the required documents listed on the Checklist.  A clear copy of passport biometric page (the page which has your photo and full name) is also required when submitting at counter.
Step 4 : Pay your visa application fee and facilitation fee in cash at the VAC, along with your application form and required documents mentioned on this site as per your visa type. Please note that we do not accept any credit card at Visa Application Centre in Tokyo.  Find out your visa application fees at Office and fees finder.

POSTAL Application

Applications for residents of Japan can be submitted from outside Japan to the Visa Application Centre in Tokyo (VAC). If you require the passports and/or documents to be returned to an overseas address, you must provide a pre-paid International courier envelope for their return. If you require the passports to be returned to the applicant in Japan, please ensure to pre-pay the VAC courier fee of JPY 800.

Step 1 : Confirm the type and sub-category of the visa which is required for your entry to New Zealand.  If you are unsure about your visa type or sub-category, please visit Visa Option Check and find out your visa type or contact INZ Shanghai directly via e-mail (inzshanghai@mbie.govt.nz)
Step 2 : Download and fill in an application form and Checklist.  You may download application forms here. Checklist is available to download from this website when you click “ALL ABOUT YOUR VISAS” on the top left side and choosing your visa type.  Please download the applicable Checklist which matches your purpose of visit.  Sign at the declaration statements on both form and checklist.
Step 3 : Find out your visa application fees at Office and fees finder and remit to below designated bank account the relevant visa fee for the application, facilitation fee of JPY5,200, and courier fee of JPY 800 for each application.  Please note that we do not accept any credit card or registered mail containing cash.

Please write the applicant’s name and date of birth under the additional comments section when you make the payment, either deposit or bank transfer, and send us a copy of the payment receipt with your application so that we could identify your payment.  Please provide a copy of your payment receipt which clearly states the date of the remittance, the name of the bank, the name of the remitter, and the amount of your payments.

Please be advised that the name of the remitter should be the principal applicant’s name.  Also, please clarify the purpose of the remittance when you deposit visa application fees for multiple applications at a time.

Please note New Zealand Visa Application Centre will not bare any bank charges.
Step 4 : Please ensure your application contains below documents before sending to the Visa Application Centre in Tokyo.

A copy of the bank remittance receipt
Step 5 : When sending your application, please also send an e-mail to notify us (info.nzjp@vfshelpline.com) the applicant details, list of documents to be sent, the scanned copy of delivery slip as well as the bank remittance record so that the VAC is able to check whereabouts of your application and confirm when it arrives.
Step 6 : If the postal application is received and payment is confirmed before 13:00pm, the application will be forwarded by the VAC to the INZ on the next working day. If the couriered application is received and payment is confirmed after 13:00pm,   the application will be forwarded to the INZ on the working day after next working day.
Step 7 : The checklist will be verified by the staff at the VAC.  If any document is missing or your payment cannot be confirmed, you will be advised so by e-mail. There is a documents retaining period policy at the VAC, which is 5 working days from the date we receive the application documents.  If applicant does not respond to the e-mail within the 5 working days, the application will be forwarded to INZ as it is.  INZ may request you to provide the missing documents, or INZ may return your application.  If the full fee is not remitted within the documents retaining period, we will return your documents by cash-on-delivery service.  We will only proceed with the application once we have received the balance of the fee.
Step 8 : An Invoice Cum Receipt will be generated by the VAC.  The original receipt will be put into the returning envelope.  Your application reference number will be sent to you by e-mail for online tracking purpose.
