    From the week of 01 September 2020, the Belgian Embassy in Yaoundé is launching the eLegalization program. Foreign documents intended for Belgium will be legalized electronically, there will be no more stickers on paper documents.

    Foreign documents destined for a country other than Belgium can be legalized electronically AND using a sticker on the paper document. The link to the legalized document will be emailed directly to the applicant and the applicant will also receive a receipt to keep. In the email and on the receipt will be mentioned a file number and a date of issue (known as the "closing date"). The electronic legalization can be viewed and downloaded via the site https://legalweb.diplomatie.be using the file number AND the date of issue (closing date on the receipt). This only concerns documents legalized directly at the Embassy counter and documents passing through VFS in Yaoundé. Regarding VFS in Douala, the documents will still be legalized with stickers and not electronically for a temporary period.

    Dear Customers,

    The Belgium Visa Application Centers in Cameroon has resumed operations on 08 July 2020. The Centre will however only accept applications for legalization and long term i.e. family reunion (from 13 July 2020) and Students (from 15 July 2020). The office shall be open from Monday to Friday in Yaounde and Douala until further notice.

    Visa: gradual resumption of activity

    The European recommendation on the re-opening of external borders was formally approved on June 30 2020. The aim is that, from 1 st July 2020, Member States gradually reopened their borders to travelers from 14 countries, namely , Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay + to travelers from China, subject to reciprocity.

    On the other hand, the list of travelers with an essential function or need who can travel despite the restrictions has been extended to 3 categories:

    • EU citizens, citizens of Schengen associated states and third country nationals legally staying in the EU, as well as their family members, regardless of whether or not they are returning home ;
    • Third-country nationals who travel for the purpose of study;
    • Highly qualified third-country nationals if their employment is necessary from an economic point of view and their work cannot be postponed or carried out abroad.

    Specifically, what changes from 1 st July 2020?

    1. In an initial phase, Belgium will not make a difference between the 14 countries mentioned above and the others. The Government must in fact work out the practical arrangements for the partial reopening of the borders.

      This means that, worldwide, visa activity is limited to 11 categories of travelers with a basic function or need. However, the sine qua non condition for this resumption, especially for students who, in some countries represent a large volume of requests, is that the outsourcing partner with which the embassy or consulate works (VFS Global) is operational again.

    2. Visa applications for family reunification can again be submitted , but gradually and as far as possible. The visas for family reunification will however not be granted , until further notice.

    GOOD TO KNOW :

    Travelers from third countries must take into account the health measures in force in Belgium, including a quarantine of 14 days. On the other hand, these travelers will have to complete a document before boarding. This completed document will be considered an entry condition. More information on this subject is available on the government's Corona website (www.info-coronavirus.be/fr).

    IN SUMMARY :

    1. Gradual “worldwide” restart of the introduction and processing of C and D visa applications and, where applicable, issuance of visas, for people with an essential function or need, among which:
      • health professionals, researchers in the health field and professionals in the care of the elderly;
      • border workers;
      • seasonal workers in the agricultural sector;
      • freight transport personnel and other persons working in the transport sector, as necessary and seafarers;
      • diplomats, personnel of international organizations, military personnel and humanitarian workers in the exercise of their functions;
      • passengers in transit;
      • people traveling for imperative family reasons;
      • [EU citizens, citizens of Schengen associated states and third country nationals who are legally resident in the EU], as well as their family members who are third country nationals subject to the visa requirement for a short stay in the Schengen area, regardless of whether or not they return home;
      • third country nationals who travel for the purpose of study;
      • highly qualified third-country nationals if their employment is necessary from an economic point of view and their work cannot be postponed or carried out abroad.
    2. Family reunification : reception "worldwide" and processing of requests, but no issue of visas.

    Important Notice

    Following the COVID-19 situation, the Belgian authorities decided to suspend the visa applications and the issuance of visas for Belgium and the countries in representation. The measure, which entered into force on March 18, 2020, is valid until further notice.

    Exceptions are however provided for the following categories of travelers:

    • Family members of all EU citizens and citizens of the Schengen Associated States
    • Healthcare professionals, health researchers, and elderly care professionals;
    • Frontier workers;
    • Transport personnel engaged in haulage of goods and other transport staff to the extent necessary;
    • Diplomats, staff of international organizations, military personnel and humanitarian aid workers in the exercise of their functions;
    • Passengers in transit;
    • Passengers travelling for imperative family reasons;
    • Persons in need of international protection or for other humanitarian reasons.

    Applicants applying for a Belgium visa would receive an automated email response indicating the status of the application, this is a complimentary service and a part of the service fee.

    Applicants choosing to avail SMS as optional value addition services would additionally receive SMS alerts on phone indicating the status of the application. Kindly read SMS service disclaimer

    Applicants who have not received such automated SMS from VFS are entitled to a compensation and are requested to contact the visa application center manager

    COMPULSORY REGISTRATION OF BIOMETRIC DATA NATIONAL VISA D

    Requirement for submission in person of the visa application:

    From 01 December 2018 onwards, applicants for a national long stay visa D for Belgium will have to appear in person in order to register a life digital ID picture and scans of all fingerprints.

    Exemptions:

    • Children under 6 years of age;
    • Holders of a diplomatic or service passport who are to be accredited or employed by a diplomatic mission, consular mission or registered international organization in Belgium as well as their family members (spouse and dependent children).

    Why register biometric data?

    By taking fingerprints one can be identified with certainty as the sole holder of the visa. This assures protection against forgery or misuse of identity - for example in the event of theft or loss of the passport – and makes it easier to cross the external borders of the Schengen area.

    Respect of one’s rights

    This procedure is carried out in compliance with the safeguards prescribed by the Convention for the Protection of Human Rights and Fundamental Freedoms of the Council of Europe, by the Charter of Fundamental Rights of the European Union, and by the United Nations Convention on the rights of the child.

    Storage of the biometric data

    The scans of the fingerprints are saved and can be reused within 10 years for a following national visa D only; Unless there are doubts about the identity or if one is no longer exempt at the time of the following visa D application. However, a life digital ID picture is always taken with every application.

    Protection of biometric data

    The biometric data will be processed in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data.

    • Article 30bis of the law of 15 December 1980 concerning entry to the territory, residence, settlement and removal of foreign nationals.
