Overview

Dear applicants, please pay attention that in spite of your purpose of travel you should submit a proof of employment or school/university certificate. A proof of employment as well as school/university certificates should be in origin, with a stamp and signature of a responsible person. Besides a proof of employment should contain info about position and salary of an applicant. Please pay attention that info about salary in a proof of employment is not a proof of financial means.

Please pay attention that starting 20 May 2016 all applicants must have their own foreign passport. Documents of endorsed children won’t be accepted.

Please pay attention that you should write actual number of entries in the 24th point of the VAF as well as actual number of days (as per tickets) in the point 25.

Information for travel agencies

Dear Tour Operators/Travel Agencies, kindly note that the Embassy of Portugal has suggested a revised set of documents which need to be submitted for your clients. This change comes into effect the 13 November 2017. The list of documents is as below:

  1. Application forms (1 copy in original)
  2. Valid passport
  3. Photos (2 copies, if applicant does not submit biometrics upon sumisstion, 1 copy if applicant submits biometric data upon submission.)
  4. Insurance
  5. Voucher from TA (with hotel\booking info)
  6. Tickets (booking)
  7. Finance (bank certificate in original)

Additional documents (if applicable)

  1. Birth/wedding certificate
  2. Consent document for children, etc

However kindly note that the Embassy has a right to request any additional document over and above the documents mentioned above pertaining to the travel.

List of some clarifications

  1. All applicants should have hotel booking covering all days of trip (in some cases the booking should be confirmed) and airline tickets, in some cases purchased:

    1. for all third-country nationals;
    2. for Russian nationals if the trip is more than 35 days;
    3. for business trip if it takes less than 5 working days;
    4. for tourists whose journey consists of 2 or more subsequent countries of destination.

      In the case of visiting several Schengen countries in one trip it is necessary to provide tickets and hotel reservations in each country of a trip. If you are unable to provide tickets, for example, if you plan to travel by train and can buy a ticket no earlier than in 45 days, thus you apply in 50 days before a trip you must provide a detailed plan of travel in all countries.

  2. Proof of financial means must satisfy the 75 euros for the first day and 40 euros seq.

    If an applicant works he should submit a proof of employment and a bank statement. If an applicant does not work or proof of employment doesn't specify earnings a bank statement should be submitted (excluding cases with sponsorship).

    Please pay attention that certificates of currency exchange cannot be considered as a proof of financial means.

  3. All third-country nationals should have proof of legal residence in the Russian Federation, strictly valid at least 90 days after the return from the Schengen area. Applicants should provide original and a copy of the mentioned documents. An officer in the Visa centre will check the original document and give back to an applicant.

    Documents' submission is possible with the temporal proof plus patent as well as with monthly bills paid for patent + 3 paid months before the date of trip.

  4. If the applicant has two valid passports he should provide both. In case he needs one of them until a decision on the visa the applicant may pick it up notifying Visa Application Centre in person or by email to infomos.ptru@vfshelpline.com. There will be a stamp of the Consulate department notifying about a second passport.
  5. The valid visa / visa cancellation.

    1. An applicant may submit documents with a valid visa but the next visa will be only delivered once the term of the previous one is over.
    2. In case the valid period of the visa remains valid but the number of unused days is small (excluding long stay of 90 days and the possible extension of a valid visa on the territory of Portugal) the visa may be canceled.
    3. The Embassy reserves the right to make any decision on cancellation or renewal of visas according to the situation.
  6. Those applicants who travel in the Schengen area on a rented car should submit a document confirming car booking and a copy of the driving license. If an applicant travels on a personal car he should submit a copy of the driving license, Green Card and a copy of the vehicle registration.
  7. If an accompanying person of a group trip has a valid visa, an applicant should also provide: a copy of the bio page of the foreign passport, a copy of a valid visa, a confirmed ticket.

    If an applicant is going to travel alone but there are 2 persons in the hotel booking, he should provide a copy of a valid visa of an accompanying person, a scan of his foreign passport and a ticket. If the applicant booked a double room in the hotel but claims that he will be alone in the room he should attach a written explanation of that.

  8. Termo de responsabilidade that was printed on several pages should contain a signature of an inviting person on every page.
  9. It’s forbidden to change any info in pdf file of an application form that was filled on the website http://www.secomunidades.pt/
  10. In case the Consulate asks for additional documents the date of visa issuance changes. An applicant should start to count 5 working days from the next working day from the date he provided the document needed to the Visa centre directly or by e-mail.
  11. It necessary to submit copies of all pages of internal passport of a parent who provided a consent for a child.
  12. All individual applicants who booked hotels/apartments with the help of any travel agency must provide a confirmation from the hotel itself.
  13. All applicants with complicated travel/route (camping tourists in particular) must provide a proof of accommodation along the entire route.
  14. Parents of minors must sign a consent certificate of the parental authority on a concrete person. “Unaccompanied” consent certificates won’t be accepted.

VFS Service Charge

Applicants applying at the Portuguese Visa Application Centre shall be levied a service charge of Euro 26,5.

Above charges are inclusive of VAT.

Logistic fee: applicants applying in regions (except Moscow) should pay 450 RUB per passport to be delivered to the Embassy.

Please Note:

The above mentioned fee is to be paid in cash in Russian Rubles or by credit card.

The applicable visa and service fees in Rubles are as per the current exchange rate provided by the Consulate. The same is subject to change without notice.

The visa fees and service charges once paid are not refundable.

Exemption of Visa Fee charges:

  1. Close relatives: spouses, children (including adopted), parents (including custodians), grandparents and grandchildren – of citizens of the EU and Russian Federation legally residing in the territory of Portugal.
  2. Members of official delegations who, following an official invitation, participate in meetings, consultations, negotiations or exchange programs as well as in events held in one of the Member States by intergovernmental organizations.
  3. Members of national and regional Governments and Parliaments, Constitutional Courts and Supreme Courts.
  4. Pupils, students, post-graduate students and accompanying teachers who undertake trips for the purpose of study or educational training.
  5. Disabled persons and the person accompanying them, if necessary.
  6. Persons who have presented documents proving the necessity of their travel on humanitarian grounds, including to receive urgent medical treatment, and the person accompanying such person, or to attend a funeral of a close relative, or to visit a seriously ill close relative.
  7. Participants in youth international sports events and persons accompanying them.
  8. Persons participating in scientific, cultural and artistic activities including university and other exchange programs;
  9. Participants in official exchange programs organized by twin cities.
  10. Children under six or twelve years old depending on nationality.
  11. Researchers from third countries travelling for the purpose of carrying out scientific research *.
  12. Representatives of non-profit organizations aged 25 years or less participating in seminars, conferences, sports, cultural or educational events organized by non-profit organizations.

In case of an application within three days before the intended travel, the fee waiver shall only apply to categories b), e) and f).

Please note that additional visa waivers may apply to certain categories of applicants, as per Portuguese national legislation.

* As defined in Recommendation No 2005/761/EC of the European Parliament and of the Council of 28 September 2005 to facilitate the issue by the Member States of uniform short-stay visas for researchers from third countries travelling within the Community for the purpose of carrying out scientific research.

Documents Required

List of supporting documents to be submitted by applicants for a Schengen visa in the Russian Federation: study or training, events or activities

  1. 1 visa application form (original) completed and signed by the applicant*. All copies should be signed by the applicant in person.
  2. Travel insurance is mandatory for all Schengen countries. If you have not purchased, please click here

  3. Travel document valid for at least three months after the intended date of (last) departure from the Schengen area, containing at least two blank pages and issued within the previous ten years. And a copy of the first page with the information about an applicant. Copies of all Schengen visas for last 3 years and a first page of annulated passport if applicable.
  4. 2 photographs in case applicant does not submit biometric data upon submission. 1 photograph in case applicant submits biometric data. All photos should be in line with ICAO guidelines.
  5. Visa fee in line with the categories of the visa facilitation agreements with Russia and the Visa Code. Certain Member States apply optional visa fee waivers as provided for in Article 16(5) of the Visa Code.
  6. Tickets' copy with the dates of trip. In case of an Urgent visa tickets should be fully paid, in case of ordinary visa booked tickets are acceptable. For third-country nationals air tickets should be pain in any case.
  7. Travel medical insurance covering the entire period of intended stay, valid for all Schengen States and covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or death during the stay. The minimum coverage must be €30.000.
  8. Copy of the internal passport (issued at the age of 14): all filled pages.
  9. In cases of minors:

    1. Copy of the birth certificate.
    2. Consent of the parental authority or legal guardian should be required only if the minor travels alone or only with one parent. Exceptions should be made to this if the single parent with whom the minor is to travel holds the parental authority alone (i.e. in cases where the other parent has deceased or been deprived of custody, e.g. a death certificate of the other parent or a court degree vesting custody exclusively in the parent who is signing the application would be requested).
    3. Copy of the valid Schengen visa and tickets of the parent(s) travelling with the minor for whom a visa is not applied at the same time with the parent(s).
  10. In cases of third-country nationals, proof of legal residence in the Russian Federation in line with federal legislation (e.g. residence permit, long-term visa, temporal proof of legal residence plus patent or FMS registration), valid for at least 90 days after the planned return from the Schengen. If not resident, proof of legal presence in the Russian Federation and justification for submitting visa application in the Russian Federation instead of the country of residence. For students of third-country nationals, proof of legal residence in the Russian Federation in line with federal legislation (e.g. residence permit, long-term visa or FMS registration), valid for at least three months after the planned return from the Schengen.
  11. As per category of traveler:

    1. Participants in scientific, cultural and artistic activities:

      1. Written request from the host organization in the Schengen Member State on participation in such activities.
      2. In case not included in the written request, a separate statement on sponsorship either from the sending or Term of Responsibility of receiving party (or other proof of financial means **).
    2. Pupils, students, post-graduate students and accompanying teachers:

      1. Written request or certificate of enrolment or student card by the host university, academy, institute, college or school or certificate of the courses to be attended.
      2. In case not included in the written request, a separate statement on sponsorship either from the sending or Term of Responsibility of receiving party (or other proof of financial means ***).
    3. Participants in international sports events and accompanying persons in their professional capacity:

      1. Written request from the host organization (competent authority, national sport federation or national Olympic committee), including information on the role of the persons.
      2. In case not included in the written request, a separate statement on sponsorship either from the sending or receiving party (or other proof of financial means ****).

Documents Layout

Applicants submitting for 2 and more applicants should put documents of the same type together, e.g. application forms with application forms, invitations with invitations, certificates with certificates, copies with copies, etc.

Identical documents such as passports copies, reservations of tickets and hotels (in case if all members of the trip are inserted there) should be in the same instance.

  1. Travel document/passport (valid only!)
  2. One duly filled application form with photo attached.
  3. Second photo should be stapled to the application form. There should be a passport number of a certain applicant and mention Exemption on a back side of it.
  4. A copy of the page with bio data in the valid travel document.
  5. Private invitation:

    • Invitation (termo de responsabilidade) http://www.secomunidades.pt/VISTOS/images/docs/Modelo_termo_de_responsabilidade.pdf) of a special form filled by an inviting person (certification not required).
    • Copy of a property/rent agreement (in case of need). In case of absence the utility bill can be applied.
    • Documents confirming the legality of residence of an inviting person or a family tie with an EU citizen.

      Business/Study/Culture/Sport

    • Official invitation from an organization/university.
  6. A copy of booking tickets/documents for vehicles (copy of a driving license, the vehicle registration, green card).
  7. Hotel reservation (can be a copy from booking.com)/copy of renting an apartment, house, etc.
  8. Proof of employment\study (original only).
  9. Financial documents (original only). Sponsorship letter, financial documents of a sponsor, copy of the first page of internal passport of a sponsor.
  10. Additional documents (copy of an internal passport with all filled pages, copies of visas for past 3 years, birth or marriage certificate, copy of a power of attorney of a third person and a copy of his passport, a copy of the consent to travel for minors, etc).
  11. Insurance valid for Schengen Countries (copy).
  12. Consent form.

Photo Specifications

  1. Photo should be no more than 6 months old.
  2. 35-45 mm width.
  3. Face should take up 70-80 % of the whole photo.
  4. Photo should be in sharp focus and clear, bright and contrast.
  5. There should not be any ink markers or creases.
  6. Photo should be printed in colors on a high quality paper at a high resolution.
  7. The background should be white.

You should look directly at the camera. Face should be open with no hair around it. Eyes should be open, mouth closed. There should not be shadows on the face or red eyes because of the light.

Head coverings are not permitted except the religious one. Please avoid heavy framed of glasses.

Dear applicants, please pay attention that as per the requirement of the Consular section of the Embassy of Portugal in Moscow the Visa centres can refuse to accept the whole set of documents in case the photo doesn’t correspond the above mentioned rules.

Processing Time

Applications shall be decided on within 5 calendar days (or up to 3 days, in justified urgent cases) of the date of the lodging of an application which is admissible. That period may be extended up to a maximum of 30 calendar days in individual cases, notably when further scrutiny of the application is needed.

Dear applicants, please note that this processing time does not include courier services to other locations other than the Visa Centre.

It is important to note that as per the art.11 of the Visa code every applicant must sign its visa application form personally. Parent or official representative must sign the application form for minors.
