Important Points
- Please ensure the passport application service is selected correctly (issue, reissue, damaged, lost).
- Please ensure applicants name typed correctly in the application form according to the current passport. If there are any changes to be made please provide a valid proof.
- Please ensure parents name typed correctly in the application form according to the current passport. If there are any changes to be made please provide a valid proof.
- Please ensure for filling the current address complete in the second page of the application form. If there are any changes to be made please provide a valid address proof.
- Please ensure the Birth Registration application form signed by both the parents. Scanned and uploaded the same.
- Photos are accepted only as per the Indian Specifications. Please check the Photo Specifications page.
- The additional form Affidavit O to be filled for required changes ( Address, Signatures, Appearance, name spilt).
- Please ensure all the application form pages are signed and all the photocopies submitted are self attested.
- Annexure H & Declaration Minor is a compulsory form for all minor applications.
- Parents signatures have to correspond to their current passports.
- Please ensure personal email address indicated in the application form.
- Provided "récépissé" must be accompanied by the previous resident permit or visa.
- Provided address proof has to be as per the address given in the application form.
Passport Information
All Indian citizens who depart or intend to depart from India are required to be in possession of a valid passport or travel document. Under the Passports Act 1967, the Government of India may issue different types of passports and travel documents such as Ordinary Passport, Diplomatic Passport, Official Passport, Emergency Certificate and Certificate of Identity for the purpose. Applicants in France are required to apply for their passports through the ICPVAC.
Applicants can apply for various categories of passport from France based on their current passport and their circumstances while providing supporting documents as per the related checklists.

Overview
APPLICANT'S PHYSICAL PRESENCE IS MANDATORY WITH AN APPOINTMENT AT ANY OF YOUR NEAREST CENTRES FOR PASSPORT APPLICATIONS
In compliance with the regulations of International Civil Aviation Organisation (ICAO), only machine readable printed passports are now to be accepted for international travel. Click here for more information.
Indian Passports are generally issued with a validity of 10 years (except in the case of children up to the age of 15 years where it is issued for a validity of 5 years). Their re-issue thereafter involves the issuance of a new passport. Wherever any change are required in personal particulars pages of the passport, a new passport needs to be obtained as the practice of hand written endorsements in the existing passport no longer exists.
Similarly, a new passport needs to be obtained where the existing Passports have run out of available pages for visas etc. A new passport can be issued one year before final expiry or on final expiry of any passport issued for full validity of 10 years (5 years in the case of minors).
Cases of passport re-issue can be considered as follows:
- If there are insufficient pages in the current passport
- If the applicant has lost or damaged their passport
- If the passport is expired and the validity of visa/récépissé/resident card has also expired
- If the passport is expired and the visa/récépissé/resident card is valid
- If adding / deleting spouse name
- If the applicant has changed their name subsequent to marriage / remarriage / divorce / death of spouse etc.
- If the applicant has changed their name for other reasons
- If the applicant has changed their signature
- If the applicant has changed their address
- If the applicant has changed their appearance

Fees
Your payment allows you to deposit an application. The latter can be accepted, refused or modified by the Embassy of India in its full right. Once fees have been paid, they cannot be refunded, even in a case of an application refusal or cancellation.

- To duly fill in Annexure 'A' (For those applicants who have criminal proceedings pending against them and whose applications would attract the provisions of clause (f) of sub-section (2) of Section 6 of the Passports Act, 1967.

An Email proof of regularization to the prefecture for seeking Appointments (email should be only sent by the declared email from the application form)
- Immigrants Declaration form + First Entry Visa (Schengen Visa) copy + Detailed explanation letter, how you came to France.

Any two of the following six documents as proof of regularization in France:
- Detailed Tax paper (For last 3 years).
- Work Contract.
- Bank statement (not more than 6 months old).
- Promesse D'Embauche - A letter by the Employer indicating that the contract would be awarded after passport has been received and salary slips (not more than 6 months old).
- Valid Medical Card (Aide Médical d’état) - to bring original for verification.
- Salary Slip/Fiche de Paie (Less than 6 months only)
- To duly fill in Annexure 'A' (For those applicants who have criminal proceedings pending against them and whose applications would attract the provisions of clause (f) of sub-section (2) of Section 6 of the Passports Act, 1967.

Minor changes in Name : Name split (Ex:- Given name ‘Ram Mohan’ to given name ‘Ram’ and surname ‘Mohan’ ) / Change of spelling which phonetically does not result in change of name (ex:- D’souza to De Souza) / Variation of a name as mentioned in birth certificate (ex:- Sanjiv to Sanjeev) :-
- Affidavit ‘O’ and
- Two public documents in the said name (if the applicant is on long term stay or work permit in France documents from French government can also be accepted). For addition/deletion/change of spouse name in the passport as well as change of name and surname by female passport applicants on the basis of marriage/divorce, etc, the documents required are as follows:
For addition of spouse name in passport:
(a) Marriage Certificate
or
(b) Joint Photo Declaration signed by both husband & wife
For deletion of spouse name:
(a) Divorce order/ decree
For change of spouse name
(a) Divorce order/ decree or death certificate of first spouse and
(b) Re-marriage certificate or Joint Photo Declaration by both husband & wife
For Change of surname by women applicant following marriage/ divorce:
(a) Marriage certificate or Joint Photo Declaration by both husband & wife.
(b) Divorce order/ decree (if name/ surname change is based on divorce)
In case of full change of name after marriage, the standard name change procedure should be followed.
Note: Foreign divorce judgements will not be valid. In case of mutually agreed or mutually properly contested divorce cases also, an application must be submitted by the parties at the competent Indian civil court and a declaratory order authenticating and confirming that the foreign divorce decree is in accordance with Indian law must be obtained by the concerned parties.

- Clippings of two local newspapers or the gazette notification of the concerned state government as the case may be;
- Two public/school documents issued in the desired name (in case of Indians staying in France on long term permanent or work permit, two public documents issued by French government/French school may be accepted)

Photo Specifications
Photographs should be in colour and strictly as per the specifications below.
- Un-mounted - 2 inch x 2 inch in size.
- Face should cover about 70 to 80% of the photo area.
- Frame Subject with Full Face, Front view, Eyes open
- Taken within the last 6 months to reflect your current appearance.
- The photographs must be clear, well defined and taken against a plain white background.
- Appropriate brightness and contrast showing your skin tones naturally
- Even lighting (no shadows across or behind the face)
- Face must be square to the camera with a neutral expression, neither frowning nor smiling and with your mouth closed.
- If you must wear a head covering for religious reasons, make sure your full facial features are not obscured.
- Non-tinted prescription glasses are allowed as long as your eyes are clearly visible. Make sure that the frame does not cover any part of your eyes. Sunglasses are not acceptable.
- Headphones, wireless hands-free devices, or similar items are not acceptable in your photo.
- Photograph for Child/babies - The photograph should show the baby or child awake, looking straight at the camera with mouth closed and nothing covering the mouth. It should also show both edges of the face clearly (no toys, blankets, chair backs or other people visible) and no hair across the eyes.

The Embassy of India and VF Services (UK) Limited cannot, in any circumstances, be held responsible for any applications which are not completed in time for your intended date of departure. Kindly note that obtaining a passport is not automatic; your application may be accepted, modified or refused by the Embassy of India in its full right.
Applications processed individually
Each application is processed individually by the Embassy of India: as a result processing times may vary between applications that appear to be similar. It is particularly frequent for families and groups who have submitted their applications simultaneously to receive their passports with a few days gap.
Minimum processing times
The company VF Services (UK) Limited has no influence over the processing times of a passport application: these depend essentially on the Embassy of India and to a lesser extent on the postal services (in case you have opted for a return courier service). We are therefore not in a position to guarantee maximum processing times. We are only able to communicate minimum processing times, provided for information purposes only.

ONLINE APPLICATION FORM
In order to initiate a passport application, you are required to complete an online form on the Passport Seva website which is operated by the Ministry of External Affairs, Government of India.
For your convenience, please see the Sample Government online passport form for more guidance.
When filling the form please ensure to select the correct Mission (Paris) and passport related service, enter complete information without errors and then proceed to print and sign the hard copy of the application form.
Important Note
Once you have completed the form online, please ensure to note down the Application Reference Number (ARN) and return to the VFS Website to proceed with the subsequent steps to complete the application onward submission process.
Filling or submitting the online form on the Government website does not complete the process - you are required to submit the physical application form and supporting documents to the VFS Application Centre.
How long will my form be valid?
Under instruction from the Indian Government and in order to protect your personal data, your application details would be kept for a maximum of 20 days. It is therefore necessary to submit your application within 20 days of registering online. If we do not receive your application before this period, we would no longer be able to access your data (they will have been deleted) and you would be required to complete a new online form.

This service pertains to registration of birth of a child born outside India to Indian parent(s). Birth has to be registered first with MHA and then with the Embassy of India, Paris.

PASSPORT SURRENDER

Overview
Under the Indian Citizenship Act, 1955, Persons of Indian Origin are NOT allowed to hold DUAL Citizenship. If a person had ever held Indian nationality (and Passport) and subsequently voluntarily obtained nationality / Passport of another country, he / she ceases to be an Indian national and is required only to surrender his /her Indian Passport by filling online application https://portal3.passportindia.gov.in/Online/index.html.
The application is to be submitted with VFS alongwith a fess of Euro 23 plus Euro 2/- ICWF plus VFS service fee.
Documents required :
- Duly completed form (https://portal3.passportindia.gov.in/Online/index.html)
- Photograph as per Indian Norms
- Copy & Original of old last Indian passport and latest copy of French (or Foreign) passports.
- Copy of Nationality / Decree (signed copy) of obtaining Nationality Certificate showing date and method (registration / naturalization etc.) of obtaining Foreign nationality.
- Address proof (Copy of energy bill, phone bills etc)
It may be noted here that Surrender Certificate is a mandatory document for applying OCI.
Applicants need to submit all documents with VFS (https://services.vfsglobal.com/fra/en/ind/) after taking an appointment (https://services.vfsglobal.com/fra/en/ind/book-an-appointment).
Applicants who have obtained Indian passport after three months of obtaining Foreign / French nationality will be issued passport “Revocation Certificate” instead of passport “Surrender Certificate”, for obtaining Indian passport by suppressing material information about their having foreign nationality and not being eligible for Indian passport. A revocation certificate is not acceptable for applying OCI card [Except those hailing from erstwhile Portuguese territories of India (Goa, Daman, Diu)].

The company VF Services (UK) Limited has no influence over the processing times of a Surrender Certificate application: these depend essentially on the Embassy of India and to a lesser extent on the postal services (in case you have opted for a return courier service). We are therefore not in a position to guarantee maximum processing times. We are only able to communicate minimum processing times, provided for information purposes only.

This service is applicable only to Indian nationals / Indian passport holders and not for those who already hold Foreign / French nationality / passport. The applicant has to apply online at https://indiancitizenshiponline.nic.in/Renounce. Once the citizenship renunciation certificate is issued, the applicant is to surrender his Indian passport as per above procedure. The fees and other Detailed instruction is given in the webportal.

Fees
Your payment allows you to deposit an application. The latter can be accepted, refused or modified by the Embassy of India in its full right. Once fees have been paid, they cannot be refunded, even in a case of an application refusal or cancellation.

Photo Specifications
Photographs should be in colour and strictly as per the specifications below.
- Un-mounted - 2 inch x 2 inch in size.
- Face should cover about 70 to 80% of the photo area.
- Frame Subject with Full Face, Front view, Eyes open
- Taken within the last 6 months to reflect your current appearance.
- The photographs must be clear, well defined and taken against a plain white background.
- Appropriate brightness and contrast showing your skin tones naturally
- Even lighting (no shadows across or behind the face)
- Face must be square to the camera with a neutral expression, neither frowning nor smiling and with your mouth closed.
- If you must wear a head covering for religious reasons, make sure your full facial features are not obscured.
- Non-tinted prescription glasses are allowed as long as your eyes are clearly visible. Make sure that the frame does not cover any part of your eyes. Sunglasses are not acceptable.
- Headphones, wireless hands-free devices, or similar items are not acceptable in your photo.
- Photograph for Child/babies - The photograph should show the baby or child awake, looking straight at the camera with mouth closed and nothing covering the mouth. It should also show both edges of the face clearly (no toys, blankets, chair backs or other people visible) and no hair across the eyes.
