    The birth of every child born in the Kingdom of Saudi Arabia to Indian parent(s) is required to be registered with the Consulate General of India, Jeddah or Embassy of India, Riyadh depending upon areas of jurisdiction.

    The birth of a child in Jeddah, Abha, Al Baha, Bisha, Jizan, Makkah, Madinah, Najran, Tabuk, Taif, Yanbu, Qunfudah and nearby areas, in the Western provinces of KSA is required to be registered with the Consulate within one year of the birth.

    The birth of a child in Riyadh, Dammam, Jubail, Hofuf, Al Jouf, Buraidah, Qurayat, Hafr-al-Batin, Al Khafji, Wadi-al-Dawaser, Arar, Rafha and nearby areas, in the Northern/eastern provinces of KSA is required to be registered with the Embassy within one year of the birth.

    A copy of the Extract from Birth certificate is issued by the Consulate/ Embassy to the child after registering his/her name as an Indian national and a separate Passport is issued to the newborn baby.

    Every child who is born to Indian parent(s) in Kingdom of Saudi Arabia is issued a separate passport. It is not possible to include the child’s name in the passport of mother/father.

    Tatkaal Facility:

    Tatkaal Service (same day delivery) can be availed provided the applicant is eligible for that service. This service is available only in Riyadh-Um Al Hammam Centre and Jeddah – Hail Street Centre. This service can be availed of by paying an additional fee over the normal fee.     Applicants submitting under Tatkaal may visit without prior appointment on any working day (Sunday – Thursday) between 09:00 am to 12:30 pm.

  • Application Fees

    For issue of ordinary fresh passport of 36 pages for New Born Baby with Birth Registration.

    Normal Fee Tatkaal fee (inclusive of normal fee)
    SAR. 259/- SAR. 811/-

    Note: In addition to the above fee, Indian Community Welfare Fund (ICWF) fee of SAR 8 (per document) is applicable. 

    VFS service fee SAR 13/- (Exclusion of 15% VAT)

  • Documents Required

    Riyadh Jurisdiction

    1. Request for registration of birth of child born abroad under section 4(1) of the Citizenship Act (Form) or on the website https://indiancitizenshiponline.nic.in/.
    2. Birth registration obtained from the website to be duly attested by the Indian Consular before applying for a new born passport.
    3. Passport Application Form duly signed by both parents (child’s thumb impression should be affixed in the signature box) – left thumb for male & right thumb for female..
    4. Annexure D must be signed by both parents, and the physical presence of at least one parent is required at the time of application submission. The attending parent must bring the original passports of both parents. If the father is present with the mother’s original passport, the newborn and mother do not need to be present.

      Alternatively, Annexure C is required in cases where there is a single parent or when the other parent is unavailable for reasons outlined in Paragraph III of the Annexure.

    5. Undertaking for re-arrangement of name please fill and sign this form.
    6. Undertaking of Parents to be signed by both the Parents.
    7. Copy of Birth Registration Certificate issued by Directorate General of Civil Affairs along with an authorized English translation in original.
    8. Birth Registration Certificate in Original.
    9. Digital and a hard copy of recent photograph as per ICAO guidelines
    10. Photocopy of both parents’ passports (original to be shown for verification).
    11. Photocopy of both parents' Iqamas (original to be shown for verification).  A copy of printout showing validity of Iqama from Ministry of Interior website (https://www.moi.gov.sa/wps/vanityurl/en/ps/pps/query-iqama-expiry-service) may also be submitted.
    12. A copy of marriage certificate of the parents.
    13. At least one of the parents should have spouse's name endorsed in the passport.
    14. Prescribed fees.

    In case one of the parents happen to be a foreign national, a certificate from the Embassy of the foreign country stating that the child has not been registered as their citizen and not issued any passport, may also be submitted.

    Late Registration of the birth of the child

    The birth of the child is required to be registered with the Indian Embassy within one year of the birth. In case, the registration of the birth could not be done for any reasons, one of the parents of the minor may visit the Embassy and meet the consular officer with a request to register the birth detailing the reasons for not registering the birth on time, along with following documents.

    1. Online registration of the birth of the child born abroad under section 4(1) of the Citizenship Act on the website https://indiancitizenshiponline.nic.in/.
    2. A copy of the application submitted online for registration of child, duly attested by the consular officer.
    3. Birth certificate issued by Ministry of Civil Affairs along with an authorised English translation in original.
    4. Birth Registration Certificate in Original.
    5. Photocopy of both parents’ passports (original to be shown for verification).
    6. Photocopy of both parents' Iqamas (original to be shown for verification). A copy of printout showing validity of Iqama from Ministry of Interior website (https://www.moi.gov.sa/wps/vanityurl/en/ps/pps/query-iqama-expiry-service) may also be submitted.
    7. A copy of marriage certificate of the parents.
    8. At least one of the parents should have spouse's name endorsed in the passport.

    Jeddah Jurisdiction

    1. In case of a New Born Child (BRSP Cases) is born within the Jeddah jurisdiction, both parents are legal resident of the Kingdom and are present to submit the filled online Passport Application Form
    2. Request for registration of birth of child born abroad under section 4(1) of the Citizenship Act (Form) or on the website https://indiancitizenshiponline.nic.in/.
    3. Annexure D and Form No.22 must be signed by both parents. Additionally, both parents, along with their passports and the newborn child, must be physically present at the time of application submission.

      Alternatively:

      • Form No.23 is required if there is a single parent or if the other parent is unavailable for reasons mentioned in Paragraph III of the Annexure.
      • Annexure C is also applicable in cases where there is a single parent or when the other parent is unavailable for the same reasons.
    4. Digital and a hard copy of recent photograph as per ICAO guidelines
    5. In case one of the parent happens to be a foreign national, required Form No.24 and a No Objection certificate from the Embassy of the foreign country stating that the child has not been registered as their citizen and not issued any passport, may also be submitted. If other parent is a Saudi citizen required to fill only Form No. 24
    6. Original birth registration certificate attested by MOFA along with the English translation should be produced while applying for a newborn passport.
    7. Photocopy of both parents passports (original to be shown for verification).
    8. Photocopy of both parents Iqama (original to be shown for verification).
    9. Attested copy of the Marriage Certificate.
    10. At least one of the parents should have spouse's name endorsed in the passport.
    11. Prescribed fees.
  • Processing Time

    In normal course, on the 5th working day from the date of submission of application or on date of delivery as printed in the acknowledgement receipt. Passport issuance cases where PISON or PAC check reveals the existing passport as IMPOUNDED/REVOKED, applicant falling under Prior Approval Category (PAC), PVR Adverse, PVR Incomplete require thorough scrutiny and processing of these cases need great deal of efforts on the part of dealing hand as he has to do protracted correspondence with the PIAs to obtain clearance for such cases.

    Passport applied under TATKAAL Scheme are normally given the SAME DAY.

  • Photo Specifications

    Ministry of External Affairs, Government of India has introduced Global Passport Seva Version 2.0 in Saudi Arabia effective from 24 October 2025. In line with the same ICAO compliant photographs are required for submission of Passport applications.
