Passports For Minors

Overview
Passport to a child who is Minor is issued for 5 years up to attaining 18 years. Minors between the age of 15 and 18 have the option to apply for a full validity passport (ten years) by payment of fees as applicable for issue of passports to persons above 18 years of age. If passport is renewed after 3 years from the date of expiry, a sworn affidavit is to be filled along with the application.
Please make a note, personal presence of the applicant along with Father and Mother (both parents) at the Application Centre is mandatory for submission.
Tatkaal Facility:
Tatkaal Service (same day delivery) can be availed provided the applicant is eligible for that service. This service is available only in Riyadh-Um Al Hammam Centre and Jeddah – Hail Street Centre. This service can be availed of by paying an additional fee in addition to the normal fee.
Applicant may visit without prior appointment on any working day (Sunday – Thursday) between 09:00 am to 12:30 pm.

Application Fees
Below Eighteen Years of Age
For issue of ordinary fresh passport or reissue of passport of 36 pages for minors below eighteen years of age with validity of five years or till the minor attains the age of eighteen years, whichever is earlier. Minors between the age of 15 and 18 have the option to apply for a full validity passport (ten years) by payment of fees as applicable for issue of passports to persons above 18 years of age.
Normal Fee Tatkaal fee (inclusive of normal fee) SAR. 185/- SAR. 737/- Note: In addition to the above fee, Indian Community Welfare Fund (ICWF) fee of SAR 8 (per document) is applicable.

- Original Passport (including subsequent additional booklet/s/passport if any).
- Dully Filled online Passport Application Form
- Digital and a hard copy of recent photograph as per ICAO guidelines
- Photocopy of Valid Iqama of the child and both parents.
- Photocopy of Passport of the Child and Parents. (first two and last two pages and all pages of observations, if any, made by Passport Issuing Authority)
- Note: If passport is renewed after 3 year from the date of expiry, the application must be filled in as "Fresh" passport, supported by a Sworn Affidavit explaining the circumstances and the reasons for the late renewal and a declaration to be signed stating the applicant has not applied for any other nationality during the expired period.
- Copy of valid Iqama (original to be shown for verification). A copy of printout showing validity of Iqama from Ministry of Interior website (https://www.moi.gov.sa/wps/vanityurl/en/ps/pps/query-iqama-expiry-service) may also be submitted.
- Personal presence of the applicant with Father and Mother (both parents) at the Application Centre is a must.

In normal course, on the 5th working day from the date of submission of application or on date of delivery as printed in the acknowledgement receipt. Passport issuance cases where PISON or PAC check reveals the existing passport as IMPOUNDED/REVOKED, applicant falling under Prior Approval Category (PAC), PVR Adverse, PVR Incomplete require thorough scrutiny and processing of these cases need great deal of efforts on the part of dealing hand as he has to do protracted correspondence with the PIAs to obtain clearance for such cases.
Passport applied under TATKAAL Scheme are normally given the SAME DAY.

New Passport In Lieu Of Lost Or Stolen Passport

Overview
Application for issuing new passport in lieu of lost passport can be submitted. An applicant has the option to apply for an ordinary passport booklet of 36 pages or a Jumbo passport booklet of 60 pages of ten year validity. The applicant should submit the application in person for identification.

- Report of Loss to Police or Jawazzat (Dept. of Passports) – Authorized English translation if original document in Arabic
- Extract from Jawazzat Computer reg Applicant’s passport details – with an authorized English translation
- Notice in local newspaper regarding loss of passport – with an authorized English translation if not published in English

Renewal Of Passports

Overview
Application for reissue (new booklet) of passport can be submitted if the final validity of the passport is less than one year. An applicant has the option to apply for an ordinary passport booklet of 36 pages (SR 299.95) or a Jumbo passport booklet of 60 pages (SR 391.95) of ten-year validity. The applicant should submit the application in person for identification.
However, if the passport is expired for more than three years, the application should be supported by Sworn Affidavit explaining the circumstances and the reasons for the late renewal.
Tatkaal Facility:
Tatkaal Service (same day delivery) can be availed provided the applicant is eligible for that service. This service is available only in Riyadh-Um Al Hammam Centre and Jeddah – Hail Street Centre and Dammam Centre.
Applicant may visit without prior appointment on any working day (Sunday – Thursday) between 09:00 am to 12:30 pm.

- In case of change in personal particulars, please provide the details in an affidavit - Form – 9 while submitting your new application. (applicable in Jeddah jurisdiction)
- Inclusion/Deletion of spouse name - Marriage certificate attested by MEA is a must for addition/deletion of a spouse name. Effectively, Passport copy/ Aadhar copy will not be accepted as a valid proof for this purpose. (applicable if applying in Jeddah jurisdiction)

New Born Child and Birth Registration

Overview
The birth of every child born in the Kingdom of Saudi Arabia to Indian parent(s) is required to be registered with the Consulate General of India, Jeddah or Embassy of India, Riyadh depending upon areas of jurisdiction.
The birth of a child in Jeddah, Abha, Al Baha, Bisha, Jizan, Makkah, Madinah, Najran, Tabuk, Taif, Yanbu, Qunfudah and nearby areas, in the Western provinces of KSA is required to be registered with the Consulate within one year of the birth.
The birth of a child in Riyadh, Dammam, Jubail, Hofuf, Al Jouf, Buraidah, Qurayat, Hafr-al-Batin, Al Khafji, Wadi-al-Dawaser, Arar, Rafha and nearby areas, in the Northern/eastern provinces of KSA is required to be registered with the Embassy within one year of the birth.
A copy of the Extract from Birth certificate is issued by the Consulate/ Embassy to the child after registering his/her name as an Indian national and a separate Passport is issued to the newborn baby.
Every child who is born to Indian parent(s) in Kingdom of Saudi Arabia is issued a separate passport. It is not possible to include the child’s name in the passport of mother/father.
sTatkaal Facility:

Documents Required
Riyadh Jurisdiction
- Request for registration of birth of child born abroad under section 4(1) of the Citizenship Act (Form) or on the website https://indiancitizenshiponline.nic.in/.
- Birth registration obtained from the website to be duly attested by the Indian Consular before applying for a new born passport.
- Passport Application Form duly signed by both parents (child’s thumb impression should be affixed in the signature box) – left thumb for male & right thumb for female..

Annexure D must be signed by both parents, and the physical presence of at least one parent is required at the time of application submission. The attending parent must bring the original passports of both parents. If the father is present with the mother’s original passport, the newborn and mother do not need to be present.
Alternatively, Annexure C is required in cases where there is a single parent or when the other parent is unavailable for reasons outlined in Paragraph III of the Annexure.
- Undertaking for re-arrangement of name please fill and sign this form.
- Undertaking of Parents to be signed by both the Parents.
- Copy of Birth Registration Certificate issued by Directorate General of Civil Affairs along with an authorized English translation in original.
- Birth Registration Certificate in Original.

- Photocopy of both parents’ passports (original to be shown for verification).
- Photocopy of both parents' Iqamas (original to be shown for verification). A copy of printout showing validity of Iqama from Ministry of Interior website (https://www.moi.gov.sa/wps/vanityurl/en/ps/pps/query-iqama-expiry-service) may also be submitted.
- A copy of marriage certificate of the parents.
- At least one of the parents should have spouse's name endorsed in the passport.
- Prescribed fees.
In case one of the parents happen to be a foreign national, a certificate from the Embassy of the foreign country stating that the child has not been registered as their citizen and not issued any passport, may also be submitted.
Late Registration of the birth of the child
The birth of the child is required to be registered with the Indian Embassy within one year of the birth. In case, the registration of the birth could not be done for any reasons, one of the parents of the minor may visit the Embassy and meet the consular officer with a request to register the birth detailing the reasons for not registering the birth on time, along with following documents.
- Online registration of the birth of the child born abroad under section 4(1) of the Citizenship Act on the website https://indiancitizenshiponline.nic.in/.
- A copy of the application submitted online for registration of child, duly attested by the consular officer.
- Birth certificate issued by Ministry of Civil Affairs along with an authorised English translation in original.
- Birth Registration Certificate in Original.
- Photocopy of both parents’ passports (original to be shown for verification).
- Photocopy of both parents' Iqamas (original to be shown for verification). A copy of printout showing validity of Iqama from Ministry of Interior website (https://www.moi.gov.sa/wps/vanityurl/en/ps/pps/query-iqama-expiry-service) may also be submitted.
- A copy of marriage certificate of the parents.
- At least one of the parents should have spouse's name endorsed in the passport.
Jeddah Jurisdiction
- In case of a New Born Child (BRSP Cases) is born within the Jeddah jurisdiction, both parents are legal resident of the Kingdom and are present to submit the filled online Passport Application Form
- Request for registration of birth of child born abroad under section 4(1) of the Citizenship Act (Form) or on the website https://indiancitizenshiponline.nic.in/.

Annexure D and Form No.22 must be signed by both parents. Additionally, both parents, along with their passports and the newborn child, must be physically present at the time of application submission.
Alternatively:
- Form No.23 is required if there is a single parent or if the other parent is unavailable for reasons mentioned in Paragraph III of the Annexure.
- Annexure C is also applicable in cases where there is a single parent or when the other parent is unavailable for the same reasons.
- Digital and a hard copy of recent photograph as per ICAO guidelines
- In case one of the parent happens to be a foreign national, required Form No.24 and a No Objection certificate from the Embassy of the foreign country stating that the child has not been registered as their citizen and not issued any passport, may also be submitted. If other parent is a Saudi citizen required to fill only Form No. 24
- Original birth registration certificate attested by MOFA along with the English translation should be produced while applying for a newborn passport.
- Photocopy of both parents passports (original to be shown for verification).
- Photocopy of both parents Iqama (original to be shown for verification).
- Attested copy of the Marriage Certificate.
- At least one of the parents should have spouse's name endorsed in the passport.
- Prescribed fees.

Miscellaneous Services
Police Clearance Certificate (PCC)
A certificate will be issued from the Embassy of India or Consulate General of India, Jeddah based on the police reports available in the Indian system. This entitles the applicant to submit it if requested by any country an applicant intends to travel for an immigration or work related purpose.
Requirements:-
- Applicants are required to fill online application form at https://portal5.passportindia.gov.in/Online/index.html and carry a printout of the filled in application form.
- Personal Particulars Form
- Photocopy of passport along with cover pages and other relevant pages of the passport. (Original Passport to be deposited in Riyadh region)
- Photocopy of valid Iqama (Original to be produced for verification).
- Two recent passport size photograph (one to be affixed on the form).
- PCC application to be applied in person or an authorization letter if applying on behalf of someone.
- Fee is SAR. 92/- (Note : An additional Fee of SR 8/- is levied on each Service as contribution towards the Indian Community Welfare Fund (ICWF).
- Processing time – Two working days to one month depending on the time taken by concerned police authorities in India to convey their response.
- In case CLEAR police report is not available in the system, PCC will be issued only after receipt of CLEAR police report on reverification.
- VFS service fee SAR 13/- (Exclusion of 15% VAT)
Non Resident Indian (NRI) Certificate
Eligibility Criteria:
- The applicant must be an Indian national with a valid Indian passport.
- The applicant must have completed a period of stay of more than 182 days in the previous financial year (April to March) in the country of residence of the applicant.
Requirements: -
- Application in the Miscellaneous Services Form
- Travel history to be filled and provided in the prescribed format – Travel Form (applicable in Jeddah jurisdiction)
- Original Indian passport and photocopy of pages of the Indian passport with visas/arrival/departure immigration stamps.
- Original and a copy of valid Iqama (with English translated copy) in respect of Indian passport holders.
- Copy of Proof of Address in the country of residence including, inter alia, Driving License, Photo Identity issued by the local government, Utility Bills, etc.
- A letter detailing the purpose of requirement for the NRI Certificate
- Fee is SAR. 92/- (Note : An additional Fee of SR 8/- is levied on each Service as contribution towards the Indian Community Welfare Fund (ICWF).
- Processing time – Two working days.
Important Note:-
- Embassy/Consulate may conduct verification of antecedents, wherever deemed necessary. NRI certificate will be issued, once the issuing authority is satisfied of the genuineness of the application.
- For admission of students under NRI quota, it is clarified that the following categories of guardians who are not “bonafide guardians” will be excluded from the eligibility criteria for admission of students under NRI Quota:-
- First degree relation of the student, including real brother and sister over and above the mother-father of the first degree relation, is NRI and residing abroad ordinarily; or
- Nearest relation who considers such student as Ward, including, real brother and sister of father i.e. real uncle and aunt; real brother and sister of mother i.e. real maternal uncle and maternal aunt; father and mother of father i.e. grandfather and grandmother; father and mother of mother i.e. maternal grandfather and maternal grandmother and first degree maternal and paternal cousins.

Requirements for issue of Duplicate Birth Certificate (DBC):

Affidavit of duplicate birth certificate to be attested by the Indian Consular before applying pertaining to the relevant category applicable namely,
- Photocopy of inside cover pages and other relevant pages of the passport.
- For issuance of birth certificate to a minor applicant, parents passport copy to be provided
- Copy of birth certificate issued. In case, copy of the Birth Certificate is not available, please provide original registration number along with date of registration. If this is also not available, a copy of the first passport issued to the applicant/name endorsed on mother's passport.
- One recent passport size photograph (to be affixed on the form).
- Original passport to be submitted if applying for Duplicate Birth Certificate as per Passport.
- Fee is SAR. 92/- (Note : An additional Fee of SR 8/- is levied on each Service as contribution towards the Indian Community Welfare Fund (ICWF).

Note:-
- Only those Indian Nationals born in Saudi Arabia and whose birth was registered with the Embassy or Consulate, shall be issued duplicate Birth Certificate. In other cases, the applicant may request for a certificate based on the entries on the passport.
- In case the applicant is not a resident in KSA, he/she may authorize a relative/friend to submit the original application on their behalf.
Miscellaneous certificate based on entries on the passport

- Original Passport (including subsequent additional booklets if any) - Passport will be retained during the tenure of the service.
- Photocopy of inside cover pages and other relevant pages of the passport.

Endorsement letter for Saudi Police Clearance Certificate (Saudi PCC)
Saudi PCC or PCC for stay in Saudi Arabia is issued by Saudi authorities and not by Indian Embassy. The role of Indian Embassy in the process is limited to issue of an Endorsement/No objection letter to concerned Saudi authorities for issuing the PCC, which is a Saudi Government requirement. For obtaining this, the requirements are given below:-

Global Entry Programme service (GEP)
Requirements:-
- Applicants are required to fill online application form at https://embassy.passportindia.gov.in and carry a printout of the filled in application form.
- Original Passport (including subsequent additional booklets if any) - Passport will be retained during the tenure of the service.
- Photocopy of inside cover pages and other relevant pages of the passport.
- Photocopy of valid Iqama (Original to be produced for verification).
- One recent passport size photograph (to be affixed on the form).
- GEP application to be applied in person.
- Fee is SAR. 92/- (Note: An additional Fee of SR 8/- is levied on each Service as contribution towards the Indian Community Welfare Fund (ICWF).

Verification of Abbreviated Name
The Embassy/ Consulate shall issue a purpose specific certificate to facilitate the authentication of abbreviated name of the old passport against the full name mentioned in the current passport.
Requirements:-
- Duly filled offline Form – 2
- Passport copies of current and the old passport
- Iqama copy
- Covering letter stating the purpose of request
- Educational certificate copy (If required for authenticating the name in any educational certificate)

Emergency Certificate For One-way Travel To India

Overview
It may be noted that issue of Emergency Certificate is intended for one way travel to India only and results in cancellation of existing passport of the holder. On arrival in India, he/she will have to contact the concerned Passport Issuing Authority in India for issue of new passport.Applicants intending to submit in Riyadh and Jeddah can approach the Embassy of India and Consulate General of India respectively. Applications for issue of Emergency Certificate are accepted in the Embassy/Consulate between 09:00 - 13:00 .

Ministry of External Affairs, Government of India has introduced Global Passport Seva Version 2.0 in Saudi Arabia effective from 24 October 2025. In line with the same ICAO compliant photographs are required for submission of Passport applications.
