Overview
Who Can Apply?
Helpful Tip! : Only follow the OCI checklist available on VFS website in order to complete your OCI application as per High Commission of India in Australia’s instructions.
Any other checklist instructions along with Application form or from other source may be generic and can result in your applications to be incomplete.
Brief Outline:
The Constitution of India does not allow holding Indian citizenship and citizenship of a foreign country simultaneously. Based on the recommendation of the High Level committee on Indian Diaspora, the Government of India decided to grant Overseas Citizenship of India (OCI)
Persons of Indian Origin (PIOs) who migrated from India and acquired citizenship of a foreign country other than Pakistan and Bangladesh, are eligible for grant of OCI as long as their home countries allow dual citizenship in some form or the other under their local laws. Spouse of foreign origin of a citizen of India OR of an OCI cardholder and whose marriage has been registered and subsisted for a continuous period of not less than two years immediately preceding the presentation of the application, can also apply for OCI Card’.
No foreign military/police/defence personnel either in service, retired or early discharge from service including civil servants working in Ministry of Defence as IT engineers/civil contractors will be registered as OCI cardholder.
A person registered as OCI is eligible to apply for grant of Indian citizenship under section 5(1)(g) of the Citizenship Act, 1955 if he/she is registered as OCI for five years and has been residing in India for one year out of the five years before making the application.
Benefits to an Overseas Citizen of India card holder:- A multiple entry, multi-purpose lifelong visa for visiting India.
- Exemption from registration with local police authorities for any length of stay in India.
- Parity with Non-resident Indians (NRIs) in respect of economic, financial and educational fields except in relation to acquisition of agricultural or plantation properties.
Any other benefits to an OCI will be notified by the Ministry of Overseas Indian Affairs (MOIA) under Section 7B(1) of the Citizenship Act, 1955.
Benefits to which OCI is not entitled to:
The OCI is not entitled to vote, be a member of Legislative Assembly or Legislative Council or Parliament, cannot hold constitutional posts such as President, Vice President, Judge of Supreme Court or High Court etc. and he/she cannot normally hold employment in the Government.
Renunciation / Surrender Certificate Guidelines for Persons of Indian Origin:
Renunciation of Indian citizenship is mandatory once you acquire foreign citizenship.
The renunciation / surrender certificate application will be processed separately and fee will charged accordingly.
The renunciation / surrender certificate procedure and fee structure is based on the date, the Person of Indian Origin, has acquired Australian/Foreign Citizenship.
Please review the detail checklist on https://services.vfsglobal.com/aus/en/ind/apply-passportIf the Date of Australian / Foreign Citizenship is on or before 31-May -2010 If the Date of Australian / Foreign Citizenship is after 31- May - 2010 If the Indian Passport is not cancelled or is lost/damaged and not in possession (the applicant will need to provide a statutory declaration attested by a JP): For OCI / PIO / VISA Applications Au$ 38.00 cancellation fee is payable Statutory declaration will be attested and given back to applicant as a proof of cancellation. If the Indian Passport is cancelled the applicant will need to submit a photocopy proof of the bio page of the cancelled passport and no cancellation fee will be applicable. If the Indian Passport is not cancelled or is lost/damaged and not in possession (the applicant will need to provide a statutory declaration attested by a JP): For OCI / PIO / VISA Application Au$ 147 is payable along with the submission of the OCI/ PIO/ VISA application and the surrender certificate will be issued along with the requested service. If the surrender certificate is already acquired only a copy of the same needs to be submitted and no additional fee will be applicable. -

Important Note for applicants under the category of spouse of foreign origin of an Indian citizen or OCI holder
- Form S (Undertaking) to be attached
- Grant of OCI to such applicants is strictly subject to MHA/GOI security clearance and thus the indicated processing time is not applicable to these cases
Information regarding U Visa Stickers: For OCI applications lodged from 01 September 2015 onwards, applicants will be receiving only OCI cards and NO U-visa stickers. Therefore, they are not required to submit their foreign passports for stamping. OCI cards in respect of such applicants will be sent to their postal address.

Complete Online Application Form
When completing the online application, you will need to upload the following-
- Photo Image of Applicant
- Scanned Image of applicants signature
- Scanned images/files for the documents to be submitted in PDF.
Kindly follow below specifications strictly.
- Applicant's image and Applicant's signature image (Max size 200kb).
- The height and width of the Applicant Photo must be equal.
- The minimum dimensions are 200 pixels (width) x 200 pixels (height).
- The maximum dimensions are 900 pixels (width) x 900 pixels (height).
- The height and width of the Signature Photo must have aspect ratio 1:3
- The minimum dimensions are 200 pixels (width) x 67 pixels (height).
- The maximum dimensions are 900 pixels (width) x 300 pixels (height).
- Supporting documents in PDF format (Max size 1000kb).

Printing Service:
When you visit the IPVSC, you will be able to make print outs of any documentation you might need for your application or travel.
IPVSC centres provide the service of printing of the Forms/Documents at an additional charge of AUD 1.00 per page.
SMS Service:
Stay updated about your visa application’s status with our SMS service. As a part of this service we send automated messages about your visa application to your mobile phone and automated email messages to the email address you provided in your application form. Read through the SMS Service Disclaimer before requesting for this service.
Note: This service is available for local Australian SMS only at an additional service charge of AUD 2.50

Processing Time
Strictly do not finalize travel plans before receiving the service applied for. Processing times below are average processing times. Please plan your travel accordingly.
VFS Global/Government of India would not be responsible for any inconvenience/problems faced as a result of finalizing travel plans before obtaining the relevant service.
Applicants sending their documents by Post/Courier are requested to ensure that they are completed and meet requirements. Processing times mentioned do not include transit time by post/courier. Transit times by Courier are generally 1-3 days on average and may be higher in remote or rural areas.
Incomplete applications will lead to an increase in processing time and applicants will need to comply with any changes in the procedure that may occur during this time. As a part of Processing Incomplete applications are returned and Courier Return fees will apply. See terms and conditions for further details

Photo Specifications
While completing the online application, you will need to upload photo according to specification and Failure to meet the specifications will result in delay or rejection of the application.
Photographs should be in colour and strictly as per the specifications below.
- Un-mounted - 2 inch x 2 inch in size.
- Face should cover about 70 to 80% of the photo area.
- Frame Subject with Full Face, Front view, Eyes open
- Taken within the last 6 months to reflect your current appearance.
- The photographs must be clear, well defined and taken against a plain white or light-coloured background.
- Appropriate brightness and contrast showing your skin tones naturally
- Even lighting (no shadows across or behind the face)
- Face must be square to the camera with a neutral expression, neither frowning nor smiling and with your mouth closed.
- If you must wear a head covering for religious reasons, make sure your full facial features are not obscured.
- Non-tinted prescription glasses may be allowed as long as your eyes are clearly visible. Make sure that the frame does not cover any part of your eyes. Sunglasses are not acceptable.
- Headphones, wireless hands-free devices, or similar items are not acceptable in your photo.
- Photograph for Child/babies - The photograph should show the baby or child awake, looking straight at the camera with mouth closed and nothing covering the mouth. It should also show both edges of the face clearly (no toys, blankets, chair backs or other people visible) and no hair across the eyes.

OCI Miscellaneous Service

Overview
Who Can Apply?
OCI Card holders travelling to India are required to carry their Passport as well as the OCI Card, in order to avoid problems at Immigration check points in India.
Advisory on Re-issue of OCI Card
- Government of India vide orders dated 16.04.2021 has now dispensed with the requirement to re-issue an OCI card each time a new passport is issued to a foreigner up to 20 years of age and once after completing 50 years of age.
In case the existing OCI card holder wishes to update the latest information about his latest passport, change in address/Occupation/Contact details, the OCI card holder can select the option as given below and upload the latest photograph and requisite documents. These details shall be updated into the OCI system records and an acknowledgement shall be shared with OCI card holder on his/her registered email ID. The services under these categories are gratis in nature:
- In case issuance of new Passport Details (each time a new passport is issued up to 20 years of age and once after completing 50 years of age);
- In case change in address/occupation/contact details.
Please note that in above categories, the applicant will not get a new printed OCI Card.
The applicant will only receive an email acknowledgement conveying the updated details in OCI system. The timeline for these online updation is 6-8 weeks. There is no need to submit the above services application to the High Commission or Consulate General, as the case may be.

The re-issuance of new OCI card will be applicable for following categories:
- In case of issuance of new passport after completing 20 years of age.
- In case of change of personal particulars viz. name, father's name, nationality etc.
- In case of loss/damage of OCI registration certificate.
In above cases, the applicant will receive a new printed OCI Card. After completing the OCI Misc Service application in above categories, the application has to be submitted to VFS Global (Outsourced Service Provider).
- Those who have been registered as OCI cardholder as spouse of foreign origin of a citizen of India or spouse of foreign origin of an OCI cardholder will be required to upload a copy of the new passport containing the photo and also a latest photo on the online system each time a new passport is issued, along with a declaration signed by the OCI cardholder and his/ her Indian spouse or OCI cardholder spouse to the effect that their marriage is still subsisting.

Furthermore, OCI Card holders require special permission to undertake following activities in India
- to undertake research;
- to undertake any Missionary or Tabligh or Mountaineering or Journalistic activities;
- to undertake internship in any foreign Diplomatic Missions or foreign Government organisations in India or to take up employment in any foreign Diplomatic Missions in India;
- to visit any place which falls within the Protected or Restricted or prohibited areas as notified by the Government of India or competent authority.
- Appropriate modifications have been made in the OCI Miscellaneous Services portal (https://ociservices.gov.in) to implement the above decisions and to seek permission to undertake activities mentioned in Para 5 above. OCI Miscellaneous Service applicants are advised to take the benefit of above decisions.

Endorsement of new passport details on PIO card

Overview
Who Can Apply?
- Any person who has a valid PIO card already issued by Government of India.
Who should avail the service of endorsement of new passport details on PIO card?
- In case a current PIO card holder has been issued with a new passport upon expiry of the current passport while PIO card is still valid, applicant needs to apply for the service of endorsement of new passport details on PIO card.
Applicant will have to follow Fresh PIO process in case existing PIO card has been misplaced / Lost

VFS Global/Government of India would not be responsible for any inconvenience/problems faced as a result of finalizing travel plans before obtaining the relevant service.
Applicants sending their documents by Post/Courier are requested to ensure that they are completed and meet requirements. Processing times mentioned do not include transit time by post/courier. Transit times by Courier are generally 1-3 days on average and may be higher in remote or rural areas.

Photo Specifications
Photographs should be in colour and strictly as per the specifications below.
- Un-mounted - 2 inch x 2 inch in size.
- Face should cover about 70 to 80% of the photo area.
- Frame Subject with Full Face, Front view, Eyes open
- Taken within the last 6 months to reflect your current appearance.
- The photographs must be clear, well defined and taken against a plain white or light-coloured background.
- Appropriate brightness and contrast showing your skin tones naturally
- Even lighting (no shadows across or behind the face)
- Face must be square to the camera with a neutral expression, neither frowning nor smiling and with your mouth closed.
- If you must wear a head covering for religious reasons, make sure your full facial features are not obscured.
- Non-tinted prescription glasses may be allowed as long as your eyes are clearly visible. Make sure that the frame does not cover any part of your eyes. Sunglasses are not acceptable.
- Headphones, wireless hands-free devices, or similar items are not acceptable in your photo.
- Photograph for Child/babies - The photograph should show the baby or child awake, looking straight at the camera with mouth closed and nothing covering the mouth. It should also show both edges of the face clearly (no toys, blankets, chair backs or other people visible) and no hair across the eyes.

Overview
Who Can Apply?
As the PIO Card scheme has been withdrawn by Government of India, all the existing Persons of Indian Origin (PIO) card holders registered as such under new PIO Card scheme 2002, shall be deemed to be Overseas Citizens of India Cardholders. (http://boi.gov.in/content/person-indian-origin-pio refers).
As part of the exercise of bringing about an uniformity in the scheme, all PIO card holders are to get their PIO card converted into OCI card at the earliest as per instructions issued by the Ministry of Home Affairs (MHA). As of now, there will not be any registration fee if the application for conversion is made before 31 December 2017. However, SMS/Courier/Agent charges, as applicable, will be payable by the applicant.
Effective 01 January 2018, a fresh OCI application fees to be applied for conversion of PIO to OCI card applications.

Complete Online Application Form
When completing the online application, you will need to upload the following-
- Photo Image of Applicant
- Scanned Image of applicants signature
- Scanned images/files for the documents to be submitted in PDF.
Kindly follow below specifications strictly.
- Applicant's image and Applicant's signature image (Max size 200kb).
- The height and width of the Applicant Photo must be equal.
- The minimum dimensions are 200 pixels (width) x 200 pixels (height).
- The maximum dimensions are 900 pixels (width) x 900 pixels (height).
- The height and width of the Signature Photo must have aspect ratio 1:3
- The minimum dimensions are 200 pixels (width) x 67 pixels (height).
- The maximum dimensions are 900 pixels (width) x 300 pixels (height).
- Supporting documents in PDF format (Max size 1000kb).
