Visa Information

Overview

According to the Immigration Law of Latvia, students from third countries (except nationals of these countries) who are enrolled into education institutions accredited in Latvia can apply for the long stay visa at the diplomatic and consular representations of Latvia in third countries. After receiving a long stay visa (valid for 90 days), upon entering Latvia, students are subjected to apply for a residence permit at the Office of Citizenship and Migration Affairs of Latvia (OCMA).

Long Stay Visa Submission Procedure

• Appointment Booking – Online Only
  Applicants from Sri Lanka are required to book their visa appointments online only through the official VFS Global portal:
  https://visa.vfsglobal.com/lka/en/lva/login
  The previously used email ID appt_latvia_sa@vfsglobal.com has been discontinued and must not be used for appointment requests.
  

Important Notes:

• Walk-in Submissions – Limited Categories Only
  Only the following categories are eligible for walk-in visa submissions:
  Master’s + Erasmus students
  Resident Permit applicants with a positive OCMA decision
  All other applicants, including Bachelor students and Employment applicants, must schedule an appointment online before visiting the visa application center.
• Mandatory Video Conferencing
  Video Conferencing is mandatory for all long-term visa applicants applying for study purposes.
• Required Documents for Student Visa Applicants
  Applicants must ensure the submission of the following documents:
  Hello Verify confirmation (required for both Student and Employment categories)
  Letter from the educational institution confirming that classes will be conducted on campus

Visa Fees

Visa Fees applicable with effect from April 2021 for Student visa .

VFS Service charge:

Applicants applying at the Latvian Visa Application Centre shall be levied a service charge of LKR 12320 + Department of Immigration fee of LKR 1650 (Inclusive of all taxes)

• The applicable visa fee in Sri Lankan Rupees is as per the current exchange rate. The same is subject to change without notice.
• The Visa fee and service charges are non-refundable in case the visa is refused.
• Video Conferencing would be LKR 13470.
• Mandatory two-way courier would be LKR. 13470.

Note: "Hello Verify" is mandatory for Sri Lanka with effect from 01.12.2022. Please refer the attached guidelines to verify your documents.

AIC certificate is a mandatory document for student long stay category, please check for Hello verify and AIC at the time of submission of visa application.

Photo Specifications

Photographs

• The photograph must be in colour.
• It should have a white background.
• It should have a close up of your head and top of your shoulders so that your face takes up 70-80% of the photograph. ]
• It should be in sharp focus and clean.
• It should be of high quality with no ink marks and creases.
• The photograph must show you looking directly at the camera.
• It should be 3.5 cm X 4.5 cm.
• It should show your skin tone naturally.
• It should have appropriate brightness and contrast.
• The photograph should be a recent one not more than 6 months old.
• It is to be taken without headgear.
• Photograph can be taken with headgear, after consideration on case to case basis if the applicant wears headgear on religious grounds. The main characteristics of the face must be apparent from the photograph. Chin, nose, eyes and eyebrows must not be covered; the forehead should be uncovered to the extent that the shape of the face is apparent.
• It should be without hat/cap.
• It should be without the applicant's hair tucked behind his/her ears.
• The photograph should not have any staple marks.
• Scanned and colour photocopies would NOT be accepted.

Processing Time

According to the Immigration Law of Latvia, the visa processing time is 15 days after submission of all the stipulated documents. The documents are considered to be submitted when received at the Embassy from the VFS Global. If additional information or inspection is necessary for the issue of a long-stay visa, the decision shall be taken within 60 days.

Applicants traveling for employment purposes must apply for a Long Stay (D) Employment Visa through the VFS Global centers in Sri Lanka.

All applicants are now required to book their appointments online only through the official VFS Global website.

Please Note:

The appointment request email ID appt_latvia_sa@vfsglobal.com has been discontinued and should no longer be used.

Walk-in submissions are strictly not allowed for Employment category applicants.

Appointment confirmation is mandatory prior to visiting the visa application center.

Overview

Applicants applying for a Residence Permit for Latvia can submit their visa applications through VFS Global Sri Lanka.

Applicants who have received a positive decision from OCMA (Office of Citizenship and Migration Affairs) are eligible for walk-in submission at the VFS visa application center in Sri Lanka — no prior appointment is required for this category.

Important Notes:

Walk-in submission is allowed only for applicants with a positive OCMA decision.

All other categories must follow the appropriate appointment booking procedures as per their visa type.

Applicants do not need to contact the Latvia Embassy in New Delhi for appointments.
