Welcome to the website of the Philippine Passport Renewal Center (PaRC) in Los Angeles.
In an effort to ease the passport renewal process for Philippine national overseas, the Department of Foreign Affairs (DFA) and VFS Global signed a Memorandum of Understanding (MOU) on the establishment of a Passport Renewal Center (PaRC) at Los Angeles, California, USA.
PaRC aims to provide an alternative means for Filipinos to avail of passport renewal services in the USA.
PaRC is authorized to accept passport applications from Filipinos and Dual Citizens holding electronic passports and whose applications do not entail a change in passport record of the holder. While PaRC is a stand-alone facility, its operation is supervised by the Philippine Consulate General in Los Angeles. This means that the Consulate monitors passport applications lodged through PaRC and the passports that are produced go through the Consulate.

Adults

Overview
For Adult Applicants (18 years old and above)
The Passport Renewal Centre can assist any applicants wishing to renew their ePassports as long as there are no changes on the details of the biographical page. Passports issued to adults will be valid for 10 years.
Please Note:
We are authorized to process simple e-Passport renewals for Filipino citizens and Dual Citizens who require no changes in their biographical details. For Dual Citizens with complex cases, US Citizens, lost passports, mutilated passports, non-e-Passports, and other complex cases not listed here, please reach out to the Philippine Consulate General office.

Application Fees

- We are authorized to process simple ePassport renewals only for Filipino Citizens and Dual Citizens who require no changes in their biographical details. For Dual Citizens with complex cases, US citizens, lost passports, mutilated passports, non-ePassports, and other complex cases not listed here, please reach out to the Philippine Consulate General office).
- Application fee for renewal of passport is payable by credit card, debit card, cashier’s check or money order (pay to the order of VFS Services USA Inc.). The passport renewal fee is the same as the fee charged at the Philippine Consulate General for the renewal of Philippine passports.
- Applicant shall be charged a convenience fee of USD 45 per application in addition to the other fees and must be paid by credit card, debit card, cashier’s check, or money order (all applicable taxes included). The applicable fee in USD is as per the current exchange rate. It is subject to change without notice due to sudden foreign exchange fluctuations.
- All fees are non-refundable.
Documents Required

- Printed or electronic copy of appointment confirmation
- Completed and printed online application form (OPAS form)
- Electronic copy of completed OPAS form
- Latest Philippine electronic Passport
- Photocopy of the latest ePassport’s biographical details page
- Valid ID *
- Photocopy of valid ID
- For Dual Citizens, also bring the following:
- Original Dual Citizenship Documents issued by any Philippine Foreign Service Post or Dual Citizenship Identification Certificate issued by the Philippine Bureau of Immigration
- Photocopy of Dual Citizenship Documents or Dual Citizenship Identification Certificate
- Original, readable PSA/NSO Birth Certificate (for adult applicants renewing an e-Passport for the first time after re-acquiring Philippine Citizenship)
- Photocopy of PSA/NSO Birth Certificate (if applicable)
- Original, readable PSA/NSO Marriage Contract (for married women using their spouse’s last name and are renewing an e-Passport for the first time after re-acquiring Philippine Citizenship)

Photo Specifications
Passport photograph will be captured at the Passport Renewal Centre.
Important Reminders:
Eyeglasses, contact lenses, jewelry (earring, necklace), heavy make-up should be removed before photo capturing. It is also advisable for applicants having sore eyes, eye sty or any redness in the eyes to come for e-passport renewal when their eye condition improvesProcessing Time
The new passport may be released within 6-8 weeks from the date of submission of application, barring unforeseen events

Minor

Overview
For Minor Applicants (below 18 years old)
Passport to be issued to a minor child who is will be valid for 5 years.
A minor applicant must be accompanied by either parent during the time of application

- If the person accompanying the minor is the mother, bring the following:
- Valid ID* of the mother. The name on the ID should match the name indicated on the PSA/NSO Birth Certificate.
- Photocopy of the valid ID
- If the person accompanying the minor is the father AND the minor’s parents are married, bring the following:
- PSA/NSO Marriage Certificate
- Photocopy of Marriage Certificate
- Valid ID* of the father. The name on the ID should match the name indicated on the PSA/NSO Birth Certificate.
- Photocopy of this ID
- If the person accompanying the minor is the father AND the minor’s parents are not married, bring the following:
- Valid ID* of the father. The name on the ID should match the name indicated on the PSA/NSO Birth Certificate.
- Photocopy of this ID
- Special Power of Attorney (SPA). If the mother is outside US, the SPA must be authenticated by the Philippine Embassy/Consulate/DFA where the mother is physically located.
- Affidavit of Support and Consent to Travel (ASC). If the mother is outside US, the ASC must be authenticated by the Philippine Embassy/Consulate/DFA where the mother is physically located.
- If the person accompanying the minor is a legal guardian/representative, bring the following:
- Valid ID* of the guardian/representative
- Photocopy of this ID
- Photocopy of the mother’s valid ID*. The name on the ID should match the name indicated on the PSA/NSO Birth Certificate.
- Photocopy of the father’s valid ID*. The name on the ID should match the name indicated on the PSA/NSO Birth Certificate.
- Special Power of Attorney (SPA). If the mother is outside US, the SPA must be authenticated by the Philippine Embassy/Consulate/DFA where the mother is physically located.
