Overview
Foreign nationals must obtain a Japanese visa in advance to visit Japan.
Citizens of Russia and other former USSR countries (except Lithuania, Latvia, and Estonia) are not exempt from the visa requirement (refer to the list of countries whose citizens do not need a visa to enter Japan). Therefore, when planning a trip to Japan, Citizens of these countries must obtain a visa in advance from a Japanese Embassy or Consulate General, regardless of the duration of stay or the purpose of the visit.
If your travel to Japan is for one of the following purposes, you are eligible to apply for this visa.

Visa Fees
Please note that the visa application centres in Irkutsk and Khabarovsk accept applications only from Russian Federation citizens. Citizens of other countries should apply directly to the Consulate General of Japan in Khabarovsk.
In all other visa application centres, documents can be accepted from citizens of all countries.
There is no visa fee for citizens of the Russian Federation; they are required to pay only the service fee. The amount of the service fee may vary depending on the visa application centre where the documents are submitted.
The following nationals are exempt from visa fee:

- Visa fee for citizens of third countries is 1740 rubles for single-entry visa and 3490 for multiple-entry visa.
- Visa fee from Indian citizens is 480 rubles for single-entry and multiple-entry visa.
- Visa fee for transit visa is 410 rubles for third country citizens and 40 rubles for Indian citizens.
Information on payments:
- Service fee can be paid at the visa application center in cash or by card;
- Service fee is non-refundable;
- Payments can be done in Rubles only.

Documents Required
This list is intended to help you gather documents for obtaining a visa. Please note that the Embassy/Consulate may ask you to provide additional documents or additional information if necessary to make a decision on your application.
Documents to be prepared by the applicant:
- International passport
- Visa Application Form in 2 copies in English or Japanese with personal applicant’s signature and date (one of the parents signs for the child)
- 2 photos (35 x 45 mm)
- Copies of the Internal Passport (front page + all pages with registration stamps); if the last stamp is a deregistration stamp, then copy of the next blank page must be attached

Documents confirming employment (type of occupation)(not older than 1 month):
- All applicants must provide the original certificate from Russian bank in Russian or English with a live seal and signature of a bank employee (printed certificates from a personal account or online statement are not accepted).
- For employed: the original certificate of employment with a live seal and the signature of the employee indicating the position and salary (in Russian or English).
- For individual entrepreneurs: a copy of the certificate of registration of the individual entrepreneur (if received before 2017), a copy of the certificate of registration with the tax authority and an extract from the Unified State Register of Individual Entrepreneurs.
- For the self-employed: a copy of certificate of registration with the tax authority and the status of calculations (income) for professional income tax (in the form of KND 1122035 and 1122036).
- For minors: a sponsorship letter from parent (in Russian or English), a copy of the document confirming the relationship with the sponsor, the original certificate from the sponsor's work indicating the position and salary, as well as the original bank certificate in Russian or English about the balance of the sponsor's funds (when applying together, copies of work certificate and bank certificate can be attached).
- For students: original sealed certificate from the place of study.
- For the unemployed: the original certificate from the branch of a Russian bank in Russian or English on the balance of funds with a "wet" seal and the signature of the bank employee.
- For pensioners: a copy of the pension certificate.
- Confirmation of flight reservations (in Russian or English). In case of a group submission, must be attached to each application.
- The program of stay in Japan (in English or Japanese). The date of entry into Japan and the date of departure from Japan must be indicated, as well as the flight number, hotels’ names, addresses, telephone numbers, and detailed information about places which will be visited each day. In case of group submission must be attached to each application with specified surname and the number of accompanying persons.
- A letter in English or Japanese explaining the need for multiple visits (In case of applying for a multiple-entry visa). It is also possible to fill out a request form for a multiple-entry visa.
- Documents confirming relationship in case of a family trip (copy of marriage certificate, copy of child's birth certificate). Must be attached to each application.
- Power of attorney (in case application is submitted by an authorized person). Each adult applicant who is not present at the submission is required to have a power of attorney in simple writing with the contact details of the authorized person. Notarization is not required. At the time of submitting documents for a visa under a power of attorney, the applicant must be on the territory of the Russian Federation.

- The application will not be accepted if all required documents are not submitted.
- Documents should be submitted no earlier than three months before the start of the planned trip.
- If the visa application form or any submitted documents contain information that does not correspond to reality, the visa will be denied. In such cases, you will not be able to re apply for 6 months from the date the refusal is issued.
- Documents should normally be submitted in original form, except where specific instructions indicate otherwise.
- Please submit the documents listed in these guidelines in the specified order.
- Submit documents in A4 format.
- Do not staple or clip documents together.
- Unless otherwise specified, each document should be submitted in one copy only.
- Submitted documents will not be returned.
- During the application review process, additional documents (beyond those listed above) may be requested.

Photo Specifications
Each applicant must provide a photo when submitting an application without a frame and retouching, with a full image of the face.
Please submit two photographs along with your visa application. The photograph must be:
- Not more than 6 months old
- Size: 3.5 x 4.5
- Either black-and-white or colored, with plain background
- Taken looking straight forward and face seen clearly

Processing Time
We recommend you to apply at least two (2) weeks before the planned trip. Some applications may require further processing. Please note that all applications are processed individually. The Consulate General of Japan in Khabarovsk may request further documentation, information or you may be called for an interview which can prolong the processing time.

Medical Visa

Overview
Foreign nationals must obtain a Japanese visa in advance to visit Japan.
Citizens of Russia and other former USSR countries (except Lithuania, Latvia, and Estonia) are not exempt from the visa requirement (refer to the list of countries whose citizens do not need a visa to enter Japan). Therefore, when planning a trip to Japan, Citizens of these countries must obtain a visa in advance from a Japanese Embassy or Consulate General, regardless of the duration of stay or the purpose of the visit.
Patients and their accompanies can apply for a visa under the guarantee of a registered guarantor organization for the purpose of using medical services provided by Japanese medical institutions.
The visa is applicable not only to treatment carried out in medical institutions, but also to a wide range of medical services from various types of medical examinations to treatment at hot springs.

Please note that the visa application centres in Irkutsk and Khabarovsk accept applications only from Russian Federation citizens. Citizens of other countries should apply directly to the Consulate General of Japan in Khabarovsk.
In all other visa application centres, documents can be accepted from citizens of all countries.
There is no visa fee for citizens of the Russian Federation; they are required to pay only the service fee. The amount of the service fee may vary depending on the visa application centre where the documents are submitted.

- A certificate from a medical institution on planned medical actions and a letter of guarantee from the host guarantor organization.
- Information about the medical institution and the guarantor: it is necessary to indicate the name of the medical institution or organization, address, registration number, surname and name of the inviting person, telephone and fax numbers, as well as affix the seal of the organization.
- If there are several accompanying persons, make a list of applicants.
- Information about the patient and the accompanying person: surname and first name must be indicated in Latin letters in accordance with the spelling in the passport.
- Financial document (e.g. bank statement)
- In case of multiple entries and/or stay in Japan for more than 90 days:
- Certificate of Status of Stay in Japan (if the period of stay in Japan exceeds 90 days for the purpose of hospitalization)
- Treatment plan (only if it is necessary to enter Japan multiple times for the purpose of treatment). The document is provided by the host organization. The stay plan should be described in as much detail as possible, indicating the date of entry into Japan and the date of departure from Japan.

- Visa application form — 2 copies, completed in English or Japanese, with signature and date.

- Passport — valid international passport.
- Copies of the internal passport — page with personal information and all pages with registration stamps.
- Employment verification letters must include:
- job title;
- length of employment.
If the applicant is selffundingself funding the trip, the letter must also include salary information.
For business travelers, the letter must state that the employee is being sent on a business trip.
- Airline reservation — proof of booked flights.
Documents Prepared by the Inviting Party:
- Invitation letter — explaining the purpose of the invitation.
- The letter must be submitted in original form (currently, copies are accepted due to postal restrictions).

In the visa application form, under «Intended length of stay in Japan», indicate the number of days for the first trip, followed by the word «Multiple». - If there are multiple accompanying persons, .provide a list of applicants
- Itinerary of stay — must include:
- Date of entry into Japan and date of departure from Japan;
- Address and accommodation details;
- Planned main activities.
If the Japanese Party Covers Travel Expenses:
Additional documents are required:
- Guarantee letter — must be submitted in original form (currently, copies are accepted due to postal restrictions).

- Certificate of corporate registration (valid for 3 months from the date of issue);

Long term stay/work in Japan

Foreign nationals must obtain a Japanese visa in advance to visit Japan.

Overview
Foreign nationals must obtain a Japanese visa in advance to visit Japan.
Citizens of Russia and other former USSR countries (except Lithuania, Latvia, and Estonia) are not exempt from the visa requirement (refer to the list of countries whose citizens do not need a visa to enter Japan). Therefore, when planning a trip to Japan, Citizens of these countries must obtain a visa in advance from a Japanese Embassy or Consulate General, regardless of the duration of stay or the purpose of the visit.
Conditions for obtaining a visa for holders of ordinary passports using package tours organized by Russian travel companies:
- Group tourist trip organized by a travel company (see paragraph II.); It is desirable to be accompanied by a guide, but not mandatory.
- The number of people in the group is from three or more.
- The period of stay in Japan is no more than 30 days.
- Booking round-trip air tickets, accommodation, as well as transport on which it is planned to move around the country (domestic planes, railway transport, buses, ferry, etc.).
Travel companies must meet the following requirements.
- The company must be recognized by the relevant competent authorities of the Russian Federation and have permission to organize tourist trips.
- The travel company must meet one of the following two conditions:
- A travel company that is included in the list of Category I Tourism Companies as a parent company or a Japanese company with a parent company.
- A travel company that organizes foreign tours for three or more years and has experience in organizing tours to Japan.
Information for travel companies
Obtaining visas for participants in tours organized by travel companies is simplified. Participants in group tourist trips of three or more people, organized by travel companies under one program for all, can obtain a visa upon submission of the following documents (the period of stay is no more than 30 days. However, as a result of decision-making of each application separately, a visa may be refused):
- Passport (original passport, copy of pages of the internal passport with photo and registration at the place of residence);
- Two visa application forms with glued photos;
- List of participants of the organized tourist trip;
- The program of stay (indicating the flight number and accommodation);
- Reservation of air tickets, transport on which it is planned to move around the country, as well as confirmation of the reservation of the place of residence;
- Announcement of a tourist trip (if this announcement exists);
- Documents proving the company's affiliation with the Association of Tour Operators of Russia or the Russian Union of Travel Industry.

Please note that the visa application centres in Irkutsk and Khabarovsk accept applications only from Russian Federation citizens. Citizens of other countries should apply directly to the Consulate General of Japan in Khabarovsk.
In all other visa application centres, documents can be accepted from citizens of all countries.
There is no visa fee for citizens of the Russian Federation; they are required to pay only the service fee. The amount of the service fee may vary depending on the visa application centre where the documents are submitted.

- A spouse of a citizen of Japan who currently lives in Russia and has a right to legally live or work in the location where he or she apply for a visa
- A person who got married more than a year ago
- A person who never violated Japanese laws while being in Japan, including a Law of the Control over Emigration and Immigration, a law of determination of refugees status
- Proof in your passport of at least one visit to Japan in the past (for multiple-entry visa application only)
- The purpose of the trip falls under the criteria for a short-term stay in Japan

Overview
Foreign nationals must obtain a Japanese visa in advance to visit Japan.

Therefore, when planning a trip to Japan, citizens of these countries must obtain a visa in advance from a Japanese Embassy or Consulate General, regardless of the duration of stay or the purpose of the visit.
If your travel to Japan is for one of the following purpose, you are eligible to apply for this visa.
- Transit
Transit visa is issued to make a transfer in Japan within 72 hours while travelling to a third country.
- The route to another country via Japan must be the only possible option or the most rational one in terms of saving distance and time. These routes include travel via Japan to such countries as Australia, New Zealand, the USA, Canada, Indonesia, Malaysia, Papua New Guinea, the Philippines, and the island nations of Oceania (the Marshall Islands, Palau, Samoa, the Northern Mariana Islands, the Solomon Islands, the Federated States of Micronesia, Fiji, etc.), as well as to overseas territories (French Polynesia, New Caledonia (France)).
- The duration of stay in Japan under a transit visa is determined by the time required for the transfer. If the period of stay exceeds the time needed for the transfer, a regular short term visa must be obtained.
- A transit visa will not be issued if, apart from sightseeing during the transfer time, other purposes of the visit are planned. In this case, prepare the documents corresponding to the purpose of the visit and apply for the appropriate visa.

Documents Required
Applicant’s Documents:
- Visa application form — 2 copies, completed in English or Japanese, with the applicant’s signature and date.
All fields in the form must be filled out. - 2 photographs — size 3.5 × 4.5 cm.
- Valid International passport.
- Proof of flight reservation — confirmed airline booking.
- Employment verification letter with salary details and/or a bank statement showing account balance, or another document confirming the applicant’s financial means.
Note: If the trip is fully or partially funded by the Japanese inviting party, or if the applicant plans to stay at the inviting party’s residence, additional documents are required (please see “Documents prepared by the guarantor”) - Document proving the relationship with the inviter.
- For spouses and children — documents proving family ties (marriage certificate, birth certificate).
If family members of a multiple entry visa holder are applying later, a copy of the already issued multiple entry visa must be provided. - Internal passport — copies of the photo page and all pages with registration stamps.
Documents prepared by the inviting party in Japan (to be attached to the application):
- Invitation letter — explaining the purpose of the invitation.
- The letter must be submitted in original form (currently, copies are accepted due to postal restrictions).

In the visa application form, under «Intended length of stay in Japan», indicate the number of days for the first trip, followed by the word «Multiple». - If there are multiple accompanying persons, provide a list of applicants.
- Itinerary of stay — must include:
- Date of entry into Japan and date of departure from Japan;
- Address and accommodation details;
- Planned main activities.

Transfer of a valid multiple entry visa from a cancelled passport to the new

Overview
There is no requirement to transfer a visa from an expired/old passport to a new one.
If you have a valid multiple entry visa in a cancelled/expired passport, you may enter Japan by presenting both passports (the cancelled/expired one with the valid visa and your current valid passport) at the border.
However, if you wish, you may request to have the valid visa transferred to your new passport.

Visa Fees
Please note that the visa application centres in Irkutsk and Khabarovsk accept applications only from Russian Federation citizens. Citizens of other countries should apply directly to the Consulate General of Japan in Khabarovsk.
In all other visa application centres, documents can be accepted from citizens of all countries.
There is no visa fee for citizens of the Russian Federation; they are required to pay only the service fee. The amount of the service fee may vary depending on the visa application centre where the documents are submitted.

Overview
If your travel to Japan is for one of the following purpose, you are eligible to apply for this visa. Agreement between the Government of the Russian Federation and the Government of Japan on simplifying the procedures for issuing visas to the citizens of both countries.
- Applicants bound for the purpose of doing business, as well as representatives of commercial organizations;
- Applicants engaged in educational, scientific, artistic and other cultural activities;
- Participants of international sports events and persons accompanying them in a professional capacity;
- Members of the mass media, going for short-term trips to comment particular events;
- Participants of official exchange programs between twin administrative-territorial units;
- Spouses and children under 21 (twenty-one), children of Russian citizens legally residing in Japan.

Visa Fees
Dear applicants, please note that visa center accepts application from Russian nationals only. All other nationals should apply directly at the Consulate General of Japan in Khabarovsk.
Visa for Russian nationals is free of charge, they only have to pay service fee in the amount of 2500 Rubles per visa application inclusive of VAT.
